Overview:

Our client is seeking a self-motivated, flexible and high-performing individual for its new Customer Experience and Communications Specialist role. This role will serve as a consultant across multiple projects and operational teams to ensure clear communication, a positive user experience and consistent user adoption.

Duties:

Responsibilities of this role—aimed at improving the client’s IT customer experience—include roughly 20% internal communications, 20% training and 60% digital user experience.

Internal Communications:

  • Develop an IT communications strategy and plan to increase awareness and adoption of technical enhancements
  • Create digital and physical communications materials for internal stakeholders
  • Assist the CIO, PMO Director, and content experts, contributors with specific initiatives to promote emerging technologies and to achieve planned milestones
  • Develop knowledge of client’s IT projects and initiatives to ensure consistent delivery of messaging
  • Plan, organize and execute a variety of IT communication events and activities


Training:

  • Develop a deep understanding of the technologies at client’s IT to train users
  • Analyze and edit existing training content to improve aesthetic, quality and utilization rate
  • Work with technology leads to develop training materials to boost understand and adoption of new technical enhancements
  • Document best practices and lessons for various elements of ongoing deployments
  • Host training sessions to introduce new technical enhancements or onboard teams to new technologies


Digital User Experience:

  • Research and identify opportunities to enhance and innovate the customer experience
  • Leverage customer feedback, data and insights to drive improvements to digital systems and processes across multiple technology teams
  • Serve as the voice of the customer and advocate for service-centric innovations that benefit consumers, agents, and strategic partners
  • Drive prototypes and pilots in partnership with technical teams to simplify and reduce friction for the user while completing key tasks across multiple applications
  • Implement and test technology enhancements for user adoption and engagement performance


Qualifications

  • 3-5 years’ experience in digital marketing, communications, customer experience, user experience design, or related
  • Exceptional writing and problem-solving skills
  • Ability to communicate effectively both orally and in writing with both technical and non-technical stakeholders
  • Ability to collaborate and work well with others to achieve optimal, sustainable results
  • Understand business objectives; able to create a clear linkage between communications & customer experience

Position Overview:

This full-time contract Electrical Engineer 3 position is in the Data Systems Engineering and Design (TECD) group in the Transmission Services (T) business line. This position will support substation capital projects and scoping for sequence of event recorders (SERs), supervisory control and data acquisition (SCADA) remote terminal units (RTUs), digital fault recorders (DFRs), phase angle measure units (PMUs), and revenue metering systems. The Data Systems group works interactively with protection and control design, remedial action scheme design, communication design, outdoor design, customer service engineers, field service engineers, and project management groups to produce a complete substation design package. This position is located in Vancouver, Washington.

SPECIAL REQUIREMENT: This position requires confidentiality, professionalism and requires passing a higher level background investigation, for which the selected candidate must qualify to hold or continue to hold the position.

Position Responsibilities include:

  • With oversight and approval of the Manager or other federal staff:
    • Expand the equipment hardware on Systems Northwest, OrionLX, and GE D20 substation SCADA and sequence of event recorder RTUs.
    • Perform detailed technical project scopes.
      • Review project requirements diagram and estimate to determine what work is required;
      • Perform site visit and/or review substation drawings to determine and document how to best complete the work;
      • Collaborate with local field operations to include their comments and concerns; determine and document what design standard should be used;
      • Document what equipment is to be removed and added in the substation.
    • Apply design standards to produce data system design drawing packages.
      • Modify existing design standards to meet the design requirements as specified by the scoping document.
    • Design standard includes:
      • Rack layout
      • Wiring diagrams
      • Schematics drawings
      • Block diagrams
      • Bill of material
    • Develop a bill of material for each Data System design for review and approval by client staff.
    • Design the SCADA and sequence of event recorder substation equipment alarms as specified by the substation equipment alarm criteria standard.
      • Provide recommendations as to what equipment alarms will be wired into the sequence of event recorder.
      • Provide recommendations as to what alarms will be grouped to the SCADA RTU.
  • Review Data System designs completed by an outside contractor for accuracy. Manager will approve the final designs.

    • Verify the project design is consistent with the scope of the specific project.

Position Requirements:

Education/Experience

  • Bachelor’s degree in Electrical Engineering or directly-related engineering degree is required.
  • 10+ years of experience and knowledge in electrical engineering design and project scoping is required.
  • Experience in electrical engineering design must include production of schematic, wiring, rack layout drawings and bill of materials is required.
  • Proficiency with Microsoft Office Suite products, such as Word, Excel, PowerPoint and Outlook (Microsoft Office 2010 proficiency required)

Technical Requirements:

All information associated with work performed offsite must be maintained in the network environment. No client information will be allowed to be transmitted, stored and created, etc., on the contract worker's personal devices. Contract personnel must follow all client and government-wide security, asset management, and cyber security policies and procedures.
  • Offsite work may only be performed within the client service area unless approved by the Labor Management Office (client).Contract personnel must keep their employer informed of their work location at all times and must coordinate any changes with their employer and client before the change occurs.
  • Up to 5% local travel to/from meetings as well as occasional field travel is expected.

  • Up to 5% overtime may be required.

Restricted Electrical Worker Permit

This Permit allows unescorted access into, out of and movement within energized facilities to perform selective craft or technical functions involving work that could have an impact on the power system by persons who have received appropriate instructions, training and have demonstrated a level of understanding necessary to safely move about within energized facilities.

Examples: Craft apprentices, craft trainees, line equipment operators, and electrical/electronic engineers.

5.3.1 Minimum requirements

For employees and contractors:

  • Knowledge and understanding of the Accident Prevention Manual.
  • Completion of the APM Safe Workplace Training for all first time applicants.
  • Need to perform restricted electrical duties in or around energized facilities which could impact the power system.
  • Knowledge and understanding of the Rules of Conduct Handbook.
  • Job title that is included in or closely related to an electrical craft or function, or works closely with electrical craft functions.
  • Knowledge and understanding of hazards inherent and precautions required for working safely on applicable parts of the high‐voltage system.
  • Current NERCCIP training.

Note: Exceptions to job titles must be approved by the Substation Operations Group manager.

5.3.2 Minimum rules governing Restricted Electrical Permit holder conduct while in energized facilities:

· Allows unescorted access and movement by persons trained and required to perform specific, selective craft or technical functions involving work that could have an effect on the power system up to the applicable MAD.

· Work involving the possibility of inadvertent contact with high‐voltage parts or the violation of MAD must be performed under the direct, on‐site supervision of an individual holding an Electrical Worker Permit acting as a Safety Watcher.

· Shall adhere to all APM or Safety and Health Requirement rules applicable to the work being performed.

· Shall adhere to substation security policies and procedures as stated in the Rules of Conduct Handbook.

· May escort an unpermitted person for access, non‐electrical work, or restricted electrical work.

5.3.3 To obtain or renew this Permit:

For employees and contractors:

  • The applicant must possess an active badge/proximity card.
  • The applicant’s Approving Manager shall fill out an Energized Facilities Access Request for all new Permits, designating the Permit type the applicant is to obtain and sign the Application.
  • The application will be sent to the Substation Operations Group.
  • Upon receipt of the Energized Facilities Access Request the Substation Operations Group will send the applicant an email listing the steps to be followed for completion of the Permit Process.
  • The applicant will schedule a Restricted Electrical Worker Permit Exam with a district Chief Operator or designee who will administer the exam.
  • Applicants for their first Permit who have passed the exam must also schedule and complete a Substation Tour with a District Chief Operator or designee who will conduct the tour. See section 9.3 of the Rules of Conduct Handbook.
  • The Chief Operator or designee will send the completed exam and the signed Substation Tour form to the Substation Operations Group.

Position Requirements:

Education/Experience:

Experience Requirements:

This is a Level 3 Position:14+ years of experience in a technical/engineering environment required without an applicable degree.

Position Overview:

This full time contract position is located in Vancouver, WA and will support the TEP (Transmission Services Project Management) organization within client. This Project Manager 1 position will support Managers and/or senior Project Managers who are assigned to the Transmission Project Management organization (TEP). Project work will be focused on the building and rebuilding of Transmission Lines and Access Roads that will expand, maintain and enhance transmission line operations. TEP is responsible for the planning, execution, and monitoring of capital projects.

Position Responsibilities include assisting senior Project Managers with:

  • Responsible for small to medium-sized projects (typically less than $500K lifecycle).
  • Support and facilitate manager-assigned project or multiple projects, from beginning to end, providing guidance on the PMI-based project management methodology, best practices, and internal skill development as requested by and with guidance from the manager, team lead or other personnel with the authority to do so, including:

Position Overview:

This full-time contract Engineering Technician 3 position is located within our client’s Transmission Asset Management program within the Transmission Asset Management Oversight and Program Support (TPW) organization. The position will provide cost estimates and other capital program support for client’s Capital expansion and sustain engineering and construction projects. This support includes coordinating process improvements, operational excellence efforts, creating and managing granular TPW activities and facilitation coordination between engineering staff, project manager, program (asset) managers and various planning and engineering organizations. This position is located in Vancouver, Washington.

Position Responsibilities include:

Note: all drafts, documents, materials and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate manager/ or other federal personnel with the authority to do so.

· Draft estimates for Capital projects for high voltage substation, line, communication, relay and control projects.

· Draft complex construction take off estimates for bundled high voltage transmission assets.

· Provide input in regards to the full spectrum of estimating needs for integration of cross organizational process improvement and requirements gathering for data driven solutions.

· Provide recommendations to the manager or other federal approving authority regarding:

o Initial components (resources and materials) for development of assemblies and compatible units for improved estimating

o Development of bases for new cost estimate “typicals” (order of magnitude/feasibility) for high voltage substation assets.

· Collaborate and coordinate with various design and/or planning engineers, program managers, project managers, commodity managers, environmental and land representatives, providing input in development of project scope and incorporating their feedback into estimates.

· Prepare detailed design, material and/or procurement specification for equipment, verifying that technical tradeoffs have been considered and that decisions conform to existing policies and standards and are within budgetary constraints.

· Provide planning support, coordinate plans of service with stakeholders and implement plans for assigned projects.

· Perform field research by traveling to remote sites throughout the client service area to collect physical data from transmission assets such as transmission lines, radio stations and substations; use data to factor into numerous estimates

· Prepare preliminary design layouts for estimating costs of High Voltage Substation, Line, and Communication & Control projects.

· Compile technical results in summary form such as tables, reports and graphics to support engineering staff

Position Overview:

· Assist with collecting data for developing/drafting, organizing and distributing equipment maintenance standards, procedures, and equipment performance documentation and reports.

Access Permit

This Permit allows unescorted access in to, out of and movement within energized facilities, for the purpose of observation only, by persons who have received appropriate instructions, training and demonstrated a level of understanding necessary to safely move about within energized facilities.

Access Permit holders may only perform work when escorted by someone with an appropriate level Permit for the work being performed.

Examples: district managers, electrical engineers or structural engineers who need to look at a facility only occasionally, administrative or clerical support, project managers who need to visit a facility, new-hire apprentices until they can qualify for a Restricted Electrical Worker Permit, field planner schedulers.

Minimum Requirements

· Need for unescorted access and movement within energized facilities for observation only.

  • Knowledge and understanding of the Rules of Conduct Handbook.
  • ERC-CIP training.

· For Employees and Supplemental Labor contractors, knowledge and understanding of APM safety rules defined in section 10.1.

Minimum rules governing Access Permit holder conduct while in energized facilities:

· May perform observations only, must remain on the ground at all times, and shall not open any cabinet doors or access panels on electrical equipment, or manipulate any equipment in any manner unless escorted by a qualified individual.

· May perform work for which they are qualified when escorted by a person Permitted at or above the level for the work to be performed.

· May escort an unpermitted person for observations only.

· Shall adhere to all safety requirements and substation security policies as provided by the Rules of Conduct Handbook.

Restricted Electrical Worker Permit

Examples: Craft apprentices, craft trainees, line equipment operators, and electrical/electronic engineers.

5.3.1 Minimum requirements

For employees and contractors:

  • Knowledge and understanding of the Accident Prevention Manual.
  • Completion of the APM Safe Workplace Training for all first time applicants.
  • Need to perform restricted electrical duties in or around energized facilities which could impact the power system.
  • Knowledge and understanding of the Rules of Conduct Handbook.
  • Job title that is included in or closely related to an electrical craft or function, or works closely with electrical craft functions.

5.3.2 Minimum rules governing Restricted Electrical Permit holder conduct while in energized facilities:

Allows unescorted access and movement by persons trained and required to perform specific, selective craft or technical functions involving work that could have an effect on the power system up to the applicable MAD.

Work involving the possibility of inadvertent contact with highvoltage parts or the violation of MAD must be performed under the direct, onsite supervision of an individual holding an Electrical Worker Permit acting as a Safety Watcher.

 Shall adhere to all APM or Safety and Health Requirement rules applicable to the work being performed.

Shall adhere to substation security policies and procedures as stated in the Rules of Conduct Handbook.

May escort an unpermitted person for access, nonelectrical work, or restricted electrical work.

5.3.3 To obtain or renew this Permit:

For employees and contractors:

  • The applicant must possess an active badge/proximity card.
  • The applicant’s Approving Manager shall fill out an Energized Facilities Access Request for all new Permits, designating the Permit type the applicant is to obtain and sign the Application.
  • The application will be sent to the Substation Operations Group.
  • Upon receipt of the Energized Facilities Access Request the Substation Operations Group will send the applicant an email listing the steps to be followed for completion of the Permit Process.
  • The applicant will schedule a Restricted Electrical Worker Permit Exam with a district Chief Operator or designee who will administer the exam.
  • Applicants for their first Permit who have passed the exam must also schedule and complete a Substation Tour with a District Chief Operator or designee who will conduct the tour. See section 9.3 of the Rules of Conduct Handbook.
  • The Chief Operator or designee will send the completed exam and the signed Substation Tour form to the Substation Operations Group.

Addendum

Restricted Electrical Worker Permit Requirements for Contract Workers

For the safety of all workers and the power system, it is necessary to outline the minimum requirements for a Restricted Electrical Worker Permit. This information is meant to supplement the guidance provided in the Rules of Conduct Handbook.

Prior to submitting an application for a Restricted Electrical Worker Permit (REWP), the following must be completed:

  • Lead Awareness training
  • Asbestos Awareness training
  • Shock & Arc Flash PPE training
  • First Aid/AED/CPR training
  • APM Safe Workplace training (minimum 3 months on current assignment before attendance at this training is approved).
  • One year high voltage experience - At least six months high voltage experience must be on the client system.

Workers may submit an application for an Energized Facility Access Permit during the interim period.

The Permit holder is responsible for understanding the parameters of work- permissions allowed by each permit. Performing duties outside the limitations of the issued permit may result in revocation of the permit and/or ineligibility to obtain any Energized Facility Access Permit.

Position Overview:
This full-time contract position will provide support to the Supervisory Land Surveyor within the Surveying and Mapping Department (TERM). The Surveying and Mapping Department is responsible for providing land survey and mapping support in the maintenance, operation, and development of facilities. This is a senior technician position and requires the ability to function independently and at a high level with minimal guidance. The official duty station of this position is Vancouver, WA; however the position will involve extended overnight travel, up to 75%, to field locations throughout the service area of Oregon, Washington, Idaho, western Montana, northern Nevada, northern California and western Wyoming.

The work performed by this position often involves moderate risks or discomforts that require special safety precautions, e.g., working in varied weather conditions; hot and cold climates; in rain and snow; climbing and walking on slippery surfaces, uneven ground and on steep slopes covered with brush in mountainous, desert, coastal environments, or urban settings. Some project areas assigned may contain poison oak, wasps, and other pests. In addition, assignments may include work in proximity to heavy equipment, highway traffic, or energized high voltage facilities.

Position Responsibilities include but not limited to:
Perform, manage, and direct route, engineering design, geodetic, and construction surveys primarily in support of the organization�s Transmission Line Engineering, Facility Engineering, and Realty Sections.
Collect and manage Global Navigation Satellite System (GNSS) and terrestrial survey data for transmission line and facility projects, review and edit field survey data, and perform data processing and the completion of survey reports. Data will be collected electronically and on handwritten survey note sheets.
Perform right-of-way and boundary retracement surveys under the guidance of a Professional Land Surveyor, these include encroachment and right-of-way marking surveys.
Inspect and verify survey deliverables, including:

Non-Electrical Worker Permit (Rules of Conduct Handbook-April 2015)

Non-Electrical Worker Permit
This Permit allows unescorted access into, out of and movement within energized facilities to perform predefined work not affecting the electrical operation of the power system by persons who have received appropriate instructions and training, and have demonstrated a level of understanding necessary to safely move about within energized facilities.
Examples: Facility maintenance workers, painters, carpenters, plumbers, truck drivers, riggers, HMEM, security specialists, environmental specialists, and janitors.

Minimum requirements
Need to perform non-electrical duties in or around energized facilities
Knowledge and understanding of the Rules of Conduct Handbook.
Current NERC-CIP training
For Employees and Supplemental Labor contractors, knowledge and understanding of APM safety rules defined in section 10.1 and 10.2.
For Project Contractors, knowledge and understanding of the contract Safety and Health Requirements.

Minimum rules governing Non-Electrical Worker Permit holder conduct while in energized facilities:
Allows unescorted access and movement for performance of predefined work that does not affect the electrical operation of the power system. Non-Electrical Worker Permit holders shall not open any cabinet doors or access panels on electrical equipment, or manipulate any equipment in any manner unless escorted by a qualified individual.
Work involving the possibility of inadvertent contact with high voltage parts or the violation of MAD must be performed under the direct, on-site supervision of an individual holding an Electrical Worker Permit acting as a Safety Watcher.
Shall adhere to all safety requirements and substation security policies as provided by the Rules of Conduct Handbook.

The applicant must possess an active badge/proximity card.
The applicant must demonstrate an understanding of the Rules of Conduct Handbook and applicable Accident Prevention Manual rules defined in sections 10.1 and 10.2 by passing a Non-Electrical Worker Permit Exam. The applicant must schedule the Non-Electrical Worker Permit Exam with a district Chief Substation Operator or designee who will administer the exam.
Applicants for their first Permit who have passed the exam must also schedule and complete a Substation Tour with a District Chief Operator or designee who will conduct the tour. See Section 9.3.
After successfully passing the Non-Electrical Worker Permit exam, applicants for new Permits, as defined in section 4.2, must complete an Application for Energized Facilities Permit form 6500.11e. The form must be signed by the TOZ approved responsible work group manager/supervisor and sent to the Substation Operations Group for verification and processing.
For Project Contractor:
The applicant must possess an active badge/proximity card to obtain or renew this Permit. badge/proximity card and permit processes can be completed as parallel processes. Permits will not be activated until completion of badging process.
Must complete training as directed by the Contracting Officer.
Must possess a valid First Aid Card.
Must demonstrate an understanding of the contract Safety and Health Requirements and the Rules of Conduct Handbook by passing a Non-Electrical Worker Permit Exam.
Applicants for their first Permit who have passed the exam must also schedule and complete a Substation Tour conducted by a Chief Substation Operator or their designee. Contact the organization�s COTR to schedule the tour. See section 9.3.
After successfully passing the Non-Electrical Worker Permit exam, applicants for new Permits, as defined in section 4.2, must complete an Application for Energized Facilities Permit form 6500.11e and submit it to the Contracting Officer. Electronic access to energized facilities will automatically be granted after successful completion of the Permit process. Those needing access to energized facilities not having electronic access must request an Energized Facilities Key by submitting a completed form 6500.04e to the Substation Operations Group. The Substation Operations Group will issue a numbered Energized Facilities Key to the requestor.

When the Permit holder no longer has a need for access or no longer meets the minimum qualifications for this Permit, the person must return the Energized Facilities Key within 7 days to the Substation Operations Group, TOZ or a District Chief Substation Operator. Failure to return the key is a violation of the organization�s Energized Facilities Key Policy. See section 7, Key Holder Responsibilities.

Chainsaw Usage Requirements
Training and Certification
Workers required to use chainsaws shall have chainsaw training and shall successfully demonstrate the safe use of a chainsaw for the level in which the job requires. Training certification must be on file in the Supplemental Labor Management Office (SLMO)
Training shall be valid for a period of 3 years.
Training shall include both classroom and hands on elements and be of sufficient material to equip the user with the knowledge and basic skills to operate a chainsaw for their required use in a safe and professional manner. The hands on portion shall be equivalent for the level of training required. This position requires Class 2 training
Class 2 � Occasional User in a Non-Controlled Environment
Workers at this level shall be trained to operate a chainsaw in situations that will require the operator to use his/her judgment for the best method of cutting. This level of training will allow for uneven surfaces and some cutting above the chest level. The training will equip the worker with the skills and knowledge in bucking procedures to remove downed trees in a safe manner. Chainsaw usage is restricted to removal of a downed tree across a road or path or falling of a tree no more than six (6) inches in diameter
PPE Requirements
Chainsaw operators shall wear all appropriate PPE while operating the saw. Minimum PPE requirements are as follows:

The Epic Business Intelligence Analyst/Developer provides analytics, reporting and project coordination necessary to support our client in delivering value based care. This data is primarily available in Epic Hyperspace, Clarity and Caboodle as well as our client’s Healthcare Data Warehouse.

The Epic Business Intelligence Analyst/Developer will be user facing role, responsible for soliciting and documenting business requirements from healthcare business partners, including healthcare leadership at our client and across Partner sites. This position will also translate business requirements into functional requirements for BI solution development. The ideal candidate would have a strong grasp of Epic data, especially what is contained in Epic Clarity and Hyperspace. This position will also develop solutions in Business Intelligence tools and structures that are commonly utilized by organizations on the Epic Systems EMR, including: Business Objects Web Intelligence, Crystal Reports, and Reporting Workbench. Tableau development capability is also a plus.

Provide necessary foreign and domestic forms associated with travel.
  • Participate on business process improvement and other special project teams, as requested by the manager.
  • Maintain and update the organizational SharePoint site. To include monitoring retention policy on all SharePoint folders; establishing calendars, and content maintenance and currency.

Common Position Requirements include:

Education:

  • High School diploma or equivalent is required
  • Associate’s Degree in Secretarial Science, Administrative Management or a related field is preferred.

Experience:

  • 4-6 years of demonstrated administrative/ clerical experience is required (Level 2 positions)
  • 6+ years of demonstrated administrative/clerical experience is required. (Level 3 positions)
  • 4 or more years of relevant work experience in administrative support functions with Microsoft Office Suite programs such as Word, PowerPoint, Excel and Outlook are required. (Proficiency with Microsoft Office 2010 is required).

General Requirements:

  • Must be self-motivated, self-disciplined, with ability to communicate verbally and in writing.
  • Must possess organizational capabilities and be able to carry out duties with little direct guidance.
  • Must be able to multi-task, work as a team member, be flexible, maintain confidentiality and have good customer service skills.
  • Data entry skills are essential. This position requires above average computer and typing skills to coordinate calendars, schedule meetings, and record and distribute meeting notes.
  • SharePoint experience may be highly desired or required depending on position.

  • Meet timelines, milestones, deliverables, and provide timely status updates as may be required.
  • Expected to work collaboratively and in a team environment
  • Must demonstrate sound judgment, confidentiality, and a solid understanding of issues when advising the manager of upcoming events
