POSITION OVERVIEW:
This part-time contract Operations Analyst 3 position will provide market, technical, and programmatic support in the agricultural sector and Energy Smart Reserved Power Program. This position will serve as technical advisor and assistance to support electric utilities in the delivery and implementation of Client and utility energy efficiency programs, projects, and measures. This position will work with assigned Client-served electric utilities, their agricultural end-use customers, and Client’s Reserved Power customers, in order to identify opportunities to become more energy efficient and access the utility’s or Client’s energy efficiency programs. This position is in the Client Energy Efficiency Programs and Implementation (PEJC) Group in the Power Services (P) business line. The position will support the agricultural sector lead, other staff, and Client utility customers in day-to-day operation of agricultural sector and Energy Smart Reserved Power (ESRP) programs. This position is necessary in order to support the highly technical nature of these programs, which rely heavily on program technical support for end users. The approach requires localized utility and end-use consumer engagement in order to identify, develop, and implement cost-effective electrical efficiency projects.

POSITION RESPONSIBILITIES:

• Assist Client-served utilities to acquire cost-effective electric energy savings by reviewing, identifying and recommending qualified agriculture sector high-efficiency equipment; provide technical and programmatic assistance for equipment installations and promote adoption of efficient water and electricity management practices.

• Assist agriculture producers with identifying energy efficient opportunities in new and existing agricultural facilities and operations; assist with the creation of custom project proposals for submission to the serving utility; process rebate applications for energy efficiency reimbursements; and, assist with measurement & verification activities as required
• Assist Client’s Reserved Power customers with identifying energy efficient opportunities in new and existing facilities and operations across numerous sectors; conduct outreach to entities as assigned by the ESRP program manager; assist with the development and creation of applications to participate in the Energy Smart Reserved Power program; and, assist with measurement & verification activities as required.• Maintain records of all assistance provided to local utilities, agricultural producers, and ESRP participants, including who, what, when, and where.
• As directed by Client management, attend specific agriculture-related local workshops, farm tours, and agriculture-focused trade shows.
• With oversight and approval of the Client Manager, collaborate with other federal, tribal, state, and local government agencies (e.g. Soil and Water Conservation Districts, NRCS), trade allies, as well as interested stakeholder groups, in order to foster communication, education, and provide information needed to meet Client and utility energy efficiency program goals.

• Introduce yourself to agriculture producers, partner utilities, Reserved Power customers, federal, tribal, state and local representatives and other contacts as contracted to Client through your employer (convey the name of contractor employer) to ensure you are not misidentified as a Client federal employee.

Specific Activities:
• Meet with energy efficiency staff at each assigned utility on a regular basis in order to fully understand and document their agricultural program offerings; record expectations for/from each program offering; and, identify available program resources and requirements, including:
• Program participant eligibility requirements
• Financial incentives available to agricultural producers
• Size of annual utility incentive budget for agricultural program activities
• Service territory boundary maps, rate schedules, and office resources (i.e. work space, internet, copier)
• Program forms, paperwork, and processes

• Program promotion and outreach to agricultural producers and related trade allies:
• Visit local trade allies including; irrigation equipment shops, lighting contractors, and other equipment and service providers to build awareness with their sales staff of local utility program offerings.
• Document which efficiency measures each trade ally supports.
• Generate, identify, and develop sales leads through cold-calling and other research methods as approved by the serving electric utility.
• As directed by Client, attend or participate in regional conferences, trade shows, and other special events relevant to the agricultural sector. Anticipated attendance is one or two events per year.
• Identify, collaborate with, and leverage the resources of other stakeholders including; local conservation districts, trade associations, extension offices, or other governmental agencies.

• Conduct energy efficiency assessments:
• Schedule site visits with farm, ranch, vineyard, diary, or other eligible facility operators.
• Inventory and gather nameplate data for all major electricity consuming equipment and systems including; pumps, fans, motors, lighting, water heating, space conditioning, and refrigeration.
• When applicable, evaluate irrigation systems including:
• Creation of one-line drawings
• Identification of system type
• Estimate lift elevations, flows, pressures, and sprinklers.
• When applicable, review operating parameters including:
• Daily and seasonal operating schedules
• Crop rotations
• Water application management strategies and techniques
• Production levels.
• Identify potential energy saving opportunities such as equipment change outs, system re-design, or adoption of improved operation & maintenance procedures.
• Review and analyze electric billing history and other relevant production related data.
• Estimate the electricity and money savings, project costs, and return on investment associated with various recommended efficiency opportunities.
• Provide written findings and recommendations to facility operator and utility.

• Project Implementation Support:
• Assist with the development of custom project proposals, participation applications, and measurement & verification plans for submission to serving utility or Client.
• Provide information/assistance to the facility operator to help with completing program paperwork such as rebate applications.
• Gather project post-installation documentation such as product manufacturer data and sales invoices.
• Prepare/draft project completion report for submission to serving utility or Client.


REQUIREMENTS:
Education & Corresponding Experience:
• A degree in Marketing, Agri-Business, Business Administration/Management, Plants & Sciences, Water Technology & Management, Energy Management, Energy Systems Technology, or Engineering is preferred.
• With an applicable Bachelor’s degree, 8 yrs of experience is required
• With an applicable Associates degree 10 years of experience is required.
• Without an applicable degree, 12 years of experience is required.
• Experience should be consistent with the specific requirements of Operations or business analysis / business architecture and progressively more technical in nature.


Required Technical Skills & Experience:
• Two or more years of experience in the field of energy efficiency specific to the agriculture sector.
• Knowledge of federal, state and local agriculture energy efficiency programs.
• Candidates for this position should possess necessary knowledge, skills, and experience in all or some of the following areas; irrigation systems technologies and practices, energy efficiency program initiatives, utility program rules and business process, Reserved Power operations and efficiency opportunities, ability to market energy efficiency to vendors and other trade allies.


Preferred Skills & Experience:
• Certified Energy Manager (CEM) professional certification is highly desirable.
• Knowledge of other energy and water conservation measures include: heating/cooling, lighting, heat exchangers, pumps, irrigation systems, irrigation system hardware, irrigation best practices, strategic energy management, motors, variable speed drives, and compressed is highly desirable.
• Field auditing/consultation experience related to energy efficiency in the agricultural space, to help identify potential energy Position requires intermediate level proficiency in the use of standard software including MS Excel and Word as necessary to support the delivery of the Energy Efficiency Agricultural program.

POSITION OVERVIEW:
This contract Control System Monitor Specialist (CSM) position is part of the Transmission Technology Service (TT) section of the Operations Monitor, Analyze, Process (TTOM) Group in the Transmission Services (T) business line of Client Power Administration (Client). The Control Center is responsible for the safe, reliable, and open access operation and dispatch of the high voltage transmission system and interconnected generation. This position, based on established procedures and under the guidance of Client manager / personnel, initiates the necessary action to preserve the integrity and availability of these systems and provides around-the-clock monitoring, analysis and resolution of problems or alarm conditions.


POSITION RESPONSIBILITIES:
• Monitor, troubleshoot, and mitigate issues on power system control telecommunications equipment located at the control centers with oversight and guidance from Client manager / personnel.
• With oversight and guidance from Client manager / personnel, monitor and troubleshoot the operational performance of the Client microwave telecommunications system.
• Analyze and evaluate system performance data and outage time, and determine network availability using pre-established guidelines and procedures.
• With oversight and guidance from Client manager / personnel, monitor, troubleshoot, mitigate issues, operate, recommend designs, document, administer, and audit the control center systems, network, and communication gear in accordance with regulatory and compliance standards required of Client.
• Review equipment performance as indicated by audible or visual alarms, displays, personal inspection, and/or investigation of reported malfunctions using pre-established guidelines and procedures; report findings and concerns with appropriate Client manager / personnel.
• Using pre-established guidelines and procedures, analyze malfunctions of equipment or systems using alarm information, data received from test equipment or accessed via situational awareness tools, procedures and experience.
• Initiate appropriate corrective actions to resolve problems as quickly as possible using pre-established guidelines and procedures, and with oversight from Client personnel.
• With oversight from Client personnel, control maintenance windows for computer hardware, 3rd party applications, operating systems, and database changes or repair.
• With oversight from Client personnel, coordinate scheduled and emergency equipment outages of control center equipment and/or applications.
• With collaboration and oversight from Client personnel, use pre-established guidelines and procedures to serve as point of contact for repair of leased line outages with the various telephone companies.
• Maintain logs and prepare reports on control system operation and performance; present findings and report information to appropriate Client manager / personnel.
• Track change proposals and document Client approved changes; close out change proposals as changes are completed.
• Notify appropriate Client manager / personnel, including dispatchers, schedulers, supervisors, field and local maintenance personnel, and other affected users of equipment status and of unresolved problems.
• Perform Client manager assigned control system security tasks per pre-established guidelines and procedures to include: creating and testing daily/weekly backup data tapes and disks, switching computer configurations to test backup procedures and equipment, and running computer diagnostics; report findings, concerns and recommend mitigation plans to the appropriate Client manager / personnel for further guidance.
• Operate remote control system equipment as per established guidelines and procedures.
• Design and draft documentation and configuration control procedures related to installation of software and database additions and revisions and provide to appropriate Client manager / personnel for approval and adoption; disseminate and implement Client management-approved material.
• Maintain organization’s library of procedural, instructional, and informational documents to assist in analysis and correction of routine problems.
• Report violations of the Federal Energy Regulatory Commission (FERC) Standards of Conduct (SOC) to the Chief Compliance Officer and/or its supervisor or manager.
• Provide hands on training to new employees of above referenced duties as requested by Client manager.
• Administer and monitor system availability and performance tools; report findings and concerns/issues to appropriate Client manager / personnel.
• Add and enhance monitors for various systems as requested by Client manager / personnel.
• Troubleshoot and resolve complex problems on control systems and application systems with oversight and guidance from appropriate Client manager / personnel; document and further escalate unresolved issues as needed.
• Review tools to verify security controls on systems have not been affected by change or other events.
• With oversight and guidance from appropriate Client manager/Client staff, resolve or mitigate failed security configurations found on systems.
• Review log information to identify functional or security issues that may be resolved by pre-established guidelines or procedures; or escalate complex / unresolved issues to appropriate Client manager / personnel.


REQUIREMENTS:
Education & Corresponding Experience:
• Bachelor’s or Associate’s degree in Computer Science, Engineering or a related discipline is preferred
• 10+ years of related experience in monitoring computer or network systems is required.
• This position requires a sound operational and working knowledge of the laws, regulations, policies, and precedents encompassing the major issues, program goals and objectives, work processes, and administrative operations associated with the Client mission activity(ies) being performed by the organization.

Essential Duties and Responsibilities:
The Quality Assurance Analyst position supports large multi-year projects while also performing Operations and Maintenance key QA tasks such as test script development and execution, defect tracking, test coordination, test environment verification, and data quality management.

Position Responsibilities
  • Create, coordinate and execute manual and automated application tests.
  • Facilitate, articulate and implement the quality assurance approach for the Quality Plan and the Product Test Plan, from review of requirements for the product’s use, as well as requirements defined in our System Life Cycle (SLC) which provides guidance for defining test scenarios and writing manual test scripts.
  • Assist in the design and writing of tests which will be used in system integration, functional, and acceptance testing.
  • Assist with the development of programmatic test plans, cases, scripts and related documentation for a complex, highly secure suite of Internet/intranet applications.
  • Coordinate and facilitate test environments, testers and developers among multiple projects during the testing phase.
  • Perform defect management to include inputting defects, updating status, determining severity, verifying fixes, and producing defect reports. QAs do not determine when solutions are delivered or the priorities of defects.
  • Perform installation and unit testing to verify correct operation of an upgraded application.
  • Read and run compares on sanitized test databases using database skills either as XML, Oracle or SQL.
  • Prepare time estimates, communicate resource requirements and provide timely progress reports to the program, project managers, and QA Lead.
  • Provide presentations on testing deliverables, milestones and report on quality discrepancies.
  • Help create Test Driven Development (TDD) automated tests for production code.
  • Use multiple methods such as Waterfall Modeling, Agile Modeling, and others to model and document test cases.

This contract System Administrator 3 position is located in the Enterprise Applications Support (JSP) organization within the IT department at the Client. This System Administrator 3 position will perform business system analysis; serve as an Application Administrator for web servers, application servers; integration servers and services; and will install, configure, implement, monitor, tune and further operational support for Client’s ERP Enterprise Resource Planning Systems.


POSITION RESPONSIBILITIES:
• Develop and support Client’s Enterprise business applications:
o Perform system installation, configuration, monitoring, tuning and maintaining of web servers, application servers, integration servers and services for COTS and ERP systems including Asset Suite, AssetWork, and PeopleSoft.
o Maintain and troubleshoot application performance, middle-tier services and database problems written in variety of tools such as Java, JavaScript, Groovy, GroovyScript, PL SQL, PowerShell, JBoss/wildfly, Shell scripts and vendor propriety tools.
o Troubleshoot and resolve software/system problems as they occur. Monitor, identify and resolve issues in accordance with established timelines in order to avoid major system problems. Develop and configure system operational procedures and processes for routine maintenance and security patching.

o Produce technical documentation and articulate technical information with both functional and technical team members to facilitate knowledge transfer.

REQUIREMENTS:
Education & Corresponding Experience:
• Bachelor’s, Master’s, or Post-Graduate College Degree in Computer/Information Technology or a closely-related discipline is preferred.
• This is a Level 3 position: 10 years combination of education, and/or work experience in Computer/Information Technology or directly-related field is required. Each applicable college degree will count towards 2 years of experience.

The organization provides control center technical oversight for planned outages, Automatic Generation Control (AGC), Balancing Authority (BA) operations, Remedial Action Schemes (RAS), disturbance monitoring and event reporting. TOO also plans and develops Operations Procedures and technical expertise for NERC and WECC Compliance standards. The organization provides programmatic oversight for the development, tracking, scheduling, coordination and process support for technical training of System Operations personnel.


POSITION RESPONSIBILITIES:
• Collaborate and coordinate with the appropriate Subject Matter Experts (SMEs) in the development/ draft and preparation of training program documents such as Individual Learning Plans, On-the-Job Training Practical Factor Cards, Training Needs Analysis, Job Task Analysis, Training Facilitator Guides, Training Evaluation forms, and sub-team training program guides.

The Civil Engineer will provide professional and technical support to Client engineers, project managers and other technicians in the design of assigned civil engineering projects to verify conformance to all institutional regulations and Client standards. This support includes preparing or revising engineering drawings and designs for transmission line access roads and preparing design specifications for the construction or reconstruction of access roads, bridges, and culverts.


POSITION RESPONSIBILITIES:
o With oversight and approval from the Client Manager:
• Provide professional and technical support to design engineers, project managers, and technicians; gather information in the field in the form of measurements and photos for various road, bridge, culvert, and site projects. Work in the field may require response to routine questions from landowners, service contractors, and others (federal, state and county workers); escalate more complex, politically sensitive questions to COR / CO.
• Provide civil engineering support in the creation and maintenance of civil design and specifications standards.
• Identify and recommend defined critical engineering design parameters, select and recommend design methods, monitor the technical approach and review the final design.
• Identify, evaluate, and recommend appropriate solutions to resolve complex interrelated problems and issues.
• Provide and recommend solutions for both design and operations problems and produce new designs, as needed, when standards do not cover the project situations

This position is 100% offsite and is open to all locations within the United States.


POSITION RESPONSIBILITIES
• Provide a high level of professional engineering expertise, support and assistance in planning and implementing software projects critical to Transmission Services.
• Provide technical engineering expertise, input and recommendations to appropriate Client manager / personnel for determining specifications and planning replacement EMS data modeling systems [mainly, e-terrasource (ETS)] needed to meet the demanding performance and user requirements of the future for review, consideration and acceptance.

  • Excellent communication skills including facilitation and problem/conflict resolution.
  • Meet timelines, milestones, and deliverables to provide timely (weekly) status updates.
  • Carry out assigned tasks with a professional demeanor reflected in excellent written and oral communication skills, listening skills, patience, analytical reasoning and problem solving abilities.
  • Understand and follow established processes and procedures, including change management, work/task tracking, and time management.
  • Support a sustainable infrastructure by maintaining adequate documentation of activities, including cross-training of employees as necessary.
  • Ensure proper identification of self as a contract worker in all communications, correspondence, etc.

Additional Requirements:

  • Must be able to pass a Personnel background check pursuant for Public Trust (SF-85P), for which the selected candidate must qualify to hold or continue to hold the position.
  • The selected candidate will be required to sign a client Non-Disclosure Agreement (NDA) as a condition of the contract assignment.
  • Offsite Work may not be performed without prior approval from the client Manager.
  • All information associated with work performed offsite must be maintained in the client network environment. No client information will be allowed to be transmitted, stored and created, etc., on the contract worker's personal devices. Contract personnel must follow all client and government-wide security, asset management, and cyber security policies and procedures.
  • Offsite work may only be performed within the client service area unless approved by the Labor Management Office.Contract personnel must keep their employer informed of their work location at all times and must coordinate any changes with their employer and our client before the change occurs.
  • Valid U.S. Driver’s License is required.
  • Upon selection of the assignment, the contract worker may be required to complete internal/external training to support assigned programs or software, software upgrades, or to learn new client technology.

*Note: Attendance at all conferences, workshops, training, etc. must be pre-approved by client. For any such events, requests will be reviewed on a case by case basis; approval is subject to the most current guidance provided to client and is subject to change. Client reserves the right to negotiate attendance on billable/non-billable hours and reimbursement of travel costs with the supplier. Reimbursable travel costs must adhere to the Federal Travel Regulations and be submitted via an expense sheet in Fieldglass.
