  • Coding knowledge, you won’t need to review code, but you’ll need to understand what the product is supposed to do and what it’s not doing (that it is supposed to do).

Responsibilities

  • Work with a group of .NET software developers, QA Engineers and a scrum master on future-facing projects as well as resolving a good amount of tech debt.
  • Competitive landscape analysis – understanding competitor’s offerings.
  • Market research, interview internal business units and external clients.
  • Build a roadmap for the work, partner with the Senior Manager of Product.
  • Learn the ropes in the first few months, the team is working through significant technical debt.
  • Collaborate with developers (programming in DNN).
  • Communicate with off-shore developers.
  • The team is going from 2-3 releases per year to monthly releases.
  • Project management, help software developers stay on track, write tickets.

Qualifications

  • 4+ years Software Product Manager or Product Owner.
  • Intimate understanding & ability to communicate with Software Engineers.
  • Agile/Scrum methodology experience.
  • Commitment to delivering on time.

Preferred

  • Knowledge of Angular & Azure technologies.
  • Background in point of sale, credit card and finance products.
  • DNN (formerly DotNetNuke) web content management system knowledge.

POSITION OVERVIEW:
This contract position serves as a Geographer 3 within Client’s Geospatial Services Department (TERG). POSITION RESPONSIBILITIES:

• Develop custom web mapping applications using industry standard software development tools (HTML) and scripting languages such as JavaScript, Visual Basic, Perl, etc. to support project-specific visualization and status reporting portals. May also include the use of version control systems to maintain and document code revisions.
• Develop, configure and administer ArcGIS Online cloud-based web mapping portal environment using industry standard web and software development tools and scripting languages.
• Design and maintain databases and verify data quality through the use of automated and manual techniques to enter, edit, and process data sets.

• Coordinate the facilitation of GIS projects, including the development of technical priorities, client reporting and interface, or coordination and validation of schedules and budget estimates.
• Provide geographic expertise and consultation for long-range transmission facility right-of-way corridor planning projects, natural resource projects, operation and maintenance projects for existing Client facilities, environmental review and compliance projects, fish and wildlife projects related to Client’s program and mission.






REQUIREMENTS
Education & Corresponding Experience:
• Bachelor’s degree in computer science, geography, cartography, natural resources, landscape architecture, environmental, urban or regional planning, with a strong emphasis in computer assisted spatial analysis is preferred.
• With an applicable Bachelor’s degree, 6 years of experience.
• Without an applicable Bachelor’s degree, 10 years of experience.
• Experience should include providing professional GIS services utilizing computerized data capture, storage, and query and analysis techniques for visual displays, spatial analysis, and reports on a wide variety of projects.

Summary

The Business System Analyst (BSA) is responsible for understanding the requirements for a particular case, or step of a case, and determining how those functional requirements translate into technical specifications. POSITION OVERVIEW:
This Program Support Specialist position will provide operational and administrative support to the Client . Working within the Operations Team of the Client, the position will provide data and document maintenance, procurement file maintenance, and process development and maintenance assistance as well as facilitate the day-to-day operations and full lifecycle of Supplemental Labor Information Management (SLIM) system operations and functions. The position will provide Supplemental Labor program support to internal organizational clients as well as support the Client Manager, Strategy/Policy Analyst, co-located Contracting Officer, Operations Team Lead and Contracting Officer’s Representatives (CORs) in executing and administering procurement and program actions, directly impacting the realization of program goals. The Client Program Support Specialist will actively participate through facilitating coordinating special projects to support process improvement initiatives or facilitate unique procurement actions in the Client. In addition, this position will provide administrative support to the Client office.






POSITION RESPONSIBILITIES:
• Monitor and coordinate the daily transactions of the supplemental labor program including the requisition/submittal process and candidate placement, time and expense sheet approval processing, day-to-day troubleshooting and problem resolution, and other activities required to administer the Vendor Management System (VMS), known internally as SLIM.
• Act as point-of-contact for Client managers, assisting them through the position description (API), job posting, interview, candidate shortlisting, and candidate selection process, including: serving as a liaison with Client’s COR / CO and Compliance as needed.
• Facilitate the on-boarding, assignment maintenance and off-boarding and transition of contract personnel to new assignments.
o Track contract personnel onboarding through assignment ends to verify integrity of system data for reports, security management, etc.
o Review onboarding documents to verify completeness and accuracy.
o Facilitate the transition of contractors to new Fieldglass assignments.
o Primary point-of-contact and provide support for Client managers and their team during the full lifecycle of contract personnel assignments.

o Monitor and coordinate assignment management and off-boarding activities and communications.

o Work with outsourced contractors to process (issue and receive) Local Site Security Only (LSSO) badge, Smart Card Credential requests. Notify proper Client entities when contractors are off-boarded, placed in a hold, or deactivated for energized or logical access. Maintain badges in a locked location being held for upcoming contract work, as per established procedures.
• Facilitate the annual required contract worker training, tracking and verifying that training has been completed.
NSP Administrative Support:
• As needed, provide administrative support to the Client Manager and other federal staff.
· Attend NS Administrative meetings as needed to stay current on administrative functions.
· Coordinate Client manager’s daily Outlook calendar and schedules with full responsibility for scheduling and prioritizing appointments, meetings, conferences and calendar:
o Coordinate appointments, including commitments of time. Advise manager of appointments and other commitments that might have a bearing on future decisions. Demonstrate sound judgment and a solid understanding of issues when advising the manager of upcoming events.
o Organize, plan, prioritize, coordinate, schedule and verify appointments, meetings (in-person, phone conferences, web-based), conferences, and training for Client manager and other staff (securing rooms, phone bridges, projection, and other meeting supplies). This may include drafting agenda and other meeting materials and developing background information for review, consideration and finalization by appropriate Client manager / personnel.
o Accept meeting invitations, assist with outside visitor requests and schedule interviews.
o Schedule and arrange meetings, conferences and training, including associated logistics and any necessary equipment (securing rooms, phone bridges, projection equipment, etc.).
o Assist, compile, organize and verify appropriate files, notes and other materials are in order and ready for use at meetings, appointments, etc.
o Draft agendas, coordinate speaking points, make arrangements for guest(s) / guest speakers and research and draft background information / materials as requested.
o Arrange for representation by others if Client manager’s time and priorities make necessary.
o As requested, attend and take meeting minutes / notes, transcribe / draft and distribute as appropriate.
o Inform manager and staff of appointments and other commitments that might have a bearing on future decisions.
o Track and coordinate staff attendance at conferences, disseminate learnings and other materials, track resultant action items, assist staff enrollment in conferences and other events.
· Arrange travel (domestic, invitational and foreign), such as airline arrangements, hotel accommodations, and rental car and shuttle reservations, for Client Manager, Lead and staff as needed, which may include:
o Assist management and staff in setting up profiles in the Client travel system (currently Concur).
o Prepare / draft necessary forms associated with travel.
o Prepare and process travel authorizations and vouchers for group managers and staff using Concur.
o Validate that travel is complete and process travel documentation in a timely manner and in accordance with federal and Client travel procedures and policies.
o Track, monitor and notify Client manager and subject personnel of needed approvals, signatures or other actions to enable timely reimbursement processing and reporting.






REQUIREMENTS
Education & Corresponding Experience:
• Associate’s or Bachelor’s degree in Business Administration, Business Management, Business Operations or a related field is preferred.
o With an applicable Associate’s Degree, 4 years of experience is required.
o With an applicable Bachelor’s Degree, 2 years of experience is required.
o Without an applicable degree, 6 years of experience is required.
• Experience must be consistent with the specific requirements of program/project coordination/control and progressively more technical in nature.

This full-time contract position performs a wide variety of evaluative work to support the District Manager in verifying that facilities, equipment, materials, supplies, vehicles, and other resources are available when needed to support the safe operation, maintenance, and construction functions. This position is located at the Client office in Kalispell, MT.





POSITION RESPONSIBILITIES:
• Conduct analyses and provide recommendations for corrective actions for equipment, materials, supplies, and vehicle issues that impact the District. Prepare reports on study findings and recommendations. Use analysis to create detailed presentations based on findings and present recommendations/solutions to District Managers and supervisors.
• Support the development of any new project authorization requests (PARs) for the District on both electrical and non-electrical capital projects. Draft/prepare documentation for necessary facility modifications when required.
• Support the Non-Electric Plant (NEP) program for the District:
o Participate in studies, analyses, and evaluations of NEP facilities.
o Draft/prepare initial project scopes and justifications.
• Support acquisition of tools and equipment for the District:
o Work with District Manager and supervisors to identify Tools and Equipment Acquisition Program (TEAP) needs;
o Verify that requests are properly scoped and justified, and provide cost estimates according to established criteria and processes;
o Provide recommendations on replacement, based on knowledge of the frequency of maintenance and costs, and uses of the equipment;
o Research availability of equipment, sources, delivery options and work to expedite delivery of equipment to validate that system needs are met.
• Coordinate vehicle replacements for the District. Track vehicle maintenance via GSA website.
• Maintain Client’s asset register of power system equipment in the District:
o Research discrepancies of power system equipment information for System Equipment Records (SERs);
o Enter SERs into the asset register;
o Gather required information and enter new equipment into the asset register and remove retired equipment from the asset register;
o Gather equipment information for Transmission Line Maintenance (TLM) asset register;
o Perform crosschecks on equipment information such as position number, substation location, equipment component, model numbers, etc. with various databases and hard copy information to validate data quality;

• Review and provide input to the District Managers for the creation and implementation of processes and changes to the Resource/Inventory program for the District.
• Facilitate and perform the physical inventory of power system materials and spare parts. Perform post- inventory reconciliation. Research inventory problems such as overages, underages, and identify projects for which an inventory item may have been used but not documented. Search for and analyze information such as quantities and types, trace sequences of transactions to resolve
questions, and prepare entries for supply record systems. Verify correct costing of inventory usage.
• Using Client established processes, locate and issue power system equipment, spare parts and materials for maintenance or construction activities. Verify correct costing of equipment, spare parts and materials.
• Query databases associated with equipment and material information systems to provide ad-hoc reports for special studies. Analyze results to investigate unusual usage and identify trends for future orders. Present findings and recommended changes to district managers and supervisors.

REQUIREMENTS
Education & Corresponding Experience:

This position will support the development of the Safety Content Index, which requires review of and compilation of requirements from multiple source documents and federal and state standards and requirements. This position will interview Subject Matter Experts (SMEs) and prepare, review, and edit documents such as standards, specifications, reports, and process documentation related to the Client Transmission System Standards Program. Additionally, this position will provide support and hands-on assistance with configuration and systems / tool administration and management, working in conjunction with Client IT professionals.





POSITION RESPONSIBILITIES:
• Serve as a primary point-of-contact, subject matter resource for the Transmission organization and Client, providing input, insight, recommendations and assistance for Transmission System standards and construction specifications and a variety of Client work standards and guidelines, which may include:
o Review and facilitate the development of Client work standards, Non-Electric Plant (NEP) standards & guides, Power System Control (PSC) standards & guides, System Protection Control (SPC) standards & guides, substation maintenance standards & guides, substation operations standards, and Transmission Line Maintenance (TLM) standards and guides as well as Client’s Accident Prevention Manual (APM) in order to analyze and compile accurate and applicable safety requirements for entry into the Safety Content index.
o Populate the draft Safety Content Index (draft index), following the previously established format within the draft index, with the subject and standard number of all safety requirements as well as with a block for all safety requirements that apply to Client Staff construction. (Note, the above mentioned standards and guides and APM are all available for access via Client’s internal SharePoint libraries.)
o Perform gap analysis where requirements may differ or be in conflict among any or all of the sources.
o Review the standard construction specifications libraries, including Active Energy Delivery Facility, Active Transmission Line, and Active Access Road construction specifications as well as the Contractor Safety and Health Requirements for Prime and Subcontractors (CSHRPS).
o Compile references to any of the work standards and craft-specific standards and guides and populate the draft index, following the previously established format within the draft index, with a block for all safety requirements that apply to outsourced construction. (Note, the above mentioned construction specifications and CSHRPS are all available for access via Client’s internal SharePoint libraries. ProjectWise also contains some, if not all of these documents.)
o Prepare interview outlines with clearly stated requirements and conduct interviews of internal Client SMEs and applicable safety SMEs external to Client in order to provide visibility to specific requirements and work practices within documentation for Client crews, contract construction crews, or both. Assemble resulting information in a concise, cohesive index in order to improve internal awareness of necessary safety requirements.
o Compare compiled safety requirements to federal and state OSHA requirements. Document in a separate Word Document or Excel spreadsheet any discrepancies, inconsistencies, or gaps between Client’s documented safety requirements and OSHA requirements and where Client’s requirements exceed OSHA requirements.
o Compile technical results in summary form such as tables, reports, and graphics to support engineering staff, including maintaining an updated-weekly report of all documents reviewed for tracking completion of work.
o Using industry standards and standards from the Construction Specification Institute (CSI), including MasterFormat, SectionFormat, and PageFormat, and CSI specification writing practices, support development, expansion, and maintenance of the Standards and Standard Construction Specification Libraries, including:
o Standards and Standard Construction Specification Sections (applicable to substations and radio, non-electrical and electrical facilities, transmission lines, and access roads):
o Prepare and maintain new, or update existing standards and specification sections.
o Meet with SMEs to gather information needed to write standards and specification sections.
o Research industry standards, regulations and construction practices to keep Client standards and specifications current with industry practices and standards.
o Review and compare draft standards and Standard Specification documentation to other Client policy documents to validate content is complementary or explanatory and does not conflict with existing, established policy or practice.
o Draft standards and specification sections based on the information gathered, review with SMEs and seek consensus.
o Send draft standards and specification sections out for formal review following established standard practices; consolidate comments received during review period, reconcile and document in a background document; publish standards and specification sections following established practices.

This contract Project Manager (Engineering) position will support and assist capital project execution for the Project Management Office (PMO) Telecommunication, Security and Facilities (TEPF) organization. This Project Manager (PM) position will facilitate multiple Transmission and Corporate projects, of a medium sized complexity, visibility and sensitivity from inception to conclusion. This work may include developing project plans; and, facilitating, and coordinating activities for multiple designated projects to verify that goals or objectives of the project are accomplished within the prescribed time frame and funding parameters. Transmission telecommunication, security and facilities projects may include the following; installation and replacement of UHF, fiber and telecommunication equipment projects, integration of small customer projects, replacement of assets relative to security upgrades for NERC/CIP sites, replacement of assets relative to facilities and critical infrastructure, substation projects for the replacement of aging High Voltage equipment and more. This position will collaborate and work closely with Client executives, management, decision-making bodies, technical subject matter experts (SMEs), financial analysts, and representatives from across Client, including Real Property, Environmental, Project Engineers (PE), Legal, Supply Chain, etc.






POSITION RESPONSIBILITIES:
Project Management
• Responsible for medium-sized projects (typically less than $25M cost).
Note: Typically as it refers to project size is determined by an average of the workers assigned projects and also includes the complexity, visibility and sensitivity of the projects within the past year and is not based on a single project funding amount. All documentation should clearly identify the worker as a Project Manager contracted to Client and include the name of the worker’s employer. • Track and maintain project related documents on SharePoint, the organization’s workspace, and elsewhere. Check dates and decisions on documents that are known to change frequently and update static documents regularly so the most current information is available;

Work Plan Management:
• Provide recommendations regarding project expectations, approach, roadmaps, work plans, deliverables and goals;
• Draft project plans, resource strategies and funding estimates required to advance each assigned project / defined effort;
• Maintain consistent communication with project sponsors, performance managers, and stakeholders on the progress of the project compared to the work plan;
Resource Coordination:
• Identify and request necessary subject matter experts needed during the project;
• Forecast and recommend / request appropriate project resources to fulfill project needs; recommended resource requests must be submitted to, coordinated with and provided by appropriate Client performance managers;
• Collaborate with business units and Client performance managers to resolve resource allocation issues.
Project Team Assistance:
• Collaborate with the Client manager (or assigned designee) to define the frequency and content of status reports from the project team; review and analyze results, troubleshooting concerns or problem areas and provide mitigation options and weighted recommendations;
• With the review and approval from the Client manager, define project success criteria – Key Performance Indicator (KPI) - and disseminate status reports of key deliverables to all involved teams throughout the project life cycle;
• Provide background information, technical input, options and recommendations that facilitate project decision-making. This may include, at management request, arranging, attending and facilitating decision-making sessions/meetings with Client management, executives and key stakeholders, including, drafting agendas, answering technical questions, and presenting information, options and recommendations for decision-maker consideration;
• When necessary, facilitate the transition of a project or program to another project manager including any training, documentation, or meeting coordination required to bring the new PM fully up to speed on all critical aspects of the work and introduce them to executive sponsors and key stakeholders.






REQUIREMENTS
Education & Corresponding Experience:

POSITION OVERVIEW:
This contract Operations Analyst III position will support Client’s Planning & Evaluation (PEH) organization in market research, Momentum Savings analysis, and contract administration. This position will support the development, execution and dissemination of highly innovative and technical market research projects. The research projects result in actionable recommendations to guide energy efficiency program investments and the quantification of the total amount of energy efficiency occurring in the Northwest. The research and analysis is used by the Regional Technical Forum in current practice baseline analysis.

This position will support research projects under the market research and Momentum Savings research portfolio. Research projects that will be managed under this work could include projects researching topics as diverse as lighting, appliance standards, agriculture, or consumer electronics. This portfolio of projects is managed by a team of people who collaborate closely. These projects are implemented by an external research consulting team. This position works with the other research managers and the market research team lead to scope the research tasks and deliverables, and then works with the consultants to manage the project and communicate internally and externally on the research project.

As part of the research management team, this position will work closely with internal and external stakeholders. Internal stakeholders include all groups within the Energy Efficiency department, as well as other groups within Power, load forecasting and transmission planning. External stakeholders include public utilities, investor owned utilities, the Regional Technical Forum (RTF), Northwest Power and Conservation Council (the Council), advocacy groups and the Northwest Energy Efficiency Alliance (NEEA). In addition, this position will collaborate nationally with energy efficiency organizations and utilities.

This position will support the planning and creation of materials used in engagement with regional and national stakeholders, including soliciting feedback on research plans, incorporating feedback into work and supporting team in incorporating stakeholder feedback into the research process.






POSITION RESPONSIBILITIES:
• Provide technical expertise in creating methodologies and shaping analysis for modeling total market energy savings across the entire population of the Pacific Northwest. Methodologies will incorporate market research, statistics, engineering and economics-based approaches. This technical expertise will include the following:
o Develop and apply technical subject-matter expertise in assigned markets and technologies. Provide technical SME in developing research designs and plans for executing on research projects, helping inform intelligent program strategy and providing valuable information to inform Regional Technical Forum baselines and Northwest Power and Conservation Council’s (the Council) power planning assumptions.
o Develop a working understanding of Council methodologies in the Power Plans and an understanding and expertise in Regional Technical Forum analysis in order to incorporate methods and best practices into momentum savings model development and data inputs.
o Develop expertise in energy efficiency market baseline research and methods to provide project review and external communication.
o Conduct technical review and quality control (QC) of technically complex market models and reports. Alert the Client manager of any concerns and recommend solutions as part of an action plan to address issues.
o Ensure that all technical analysis for assigned markets is robust, of high quality, transparent, uses the best available data, and data driven.
o Recognize and flag important analytical decision points to Client, and facilitate market analysis external third-party review of those decision points to ensure robust results.
• Provide senior project management for complex research and analysis projects that characterize end-use energy consumption and how that energy consumption changes over time. Senior project management duties will include:
o Facilitate project from inception to conclusion and coordinate internal and external reviews of project details.
o Identify risks as they are found and work with Client management to mitigate/address issues.
o Provide regular project / assignment status reports as requested.
o Verify work product adheres to Client’s standards and policies.
o Support and improve the documentation of all projects and the accessibility of project deliverables for multiple internal and external audiences, including tracking on internal Client staff resources, developing content for quarterly stakeholder calls, and keeping website materials of the highest quality and up-to-date.
o Maintain project contract administration through tracking invoices, supporting contract documentation and verifying that contract record-keeping is complete, organized, accessible and accurate. Maintain project tracking to ensure that all project efforts are coordinated and proceeding forward to meet major timelines. Notify team and COR if project timelines and milestones are at risk for not being met.
o Validate documents and files are created, processed and maintained in accordance with compliance requirements and in accordance with Information Governance & Lifecycle Management (IGLM) standards and procedures. Verify that all official records are accurately maintained and accessible for auditing purposes.
• Collaborate and communicate with external and internal stakeholders, including cross-organizational teams within Client, Northwest Power and Conservation Council staff, Regional Technical Forum staff and members, utility staff, and NEEA staff, to verify that stakeholders understand Client’s models and research and that their feedback is effectively incorporated into future drafts and processes. Collaboration and communication duties include:
o Develop stakeholder engagement plans for external and internal stakeholder engagement and review of deliverables, including arranging meetings, preparing agendas, distributing materials for review, leading review discussions and tracking engagement.
o Present complicated technical information verbally and in writing to lay audiences and to technical audiences, including upper level management, program staff, and research sponsors.
o Conduct and support internal and external stakeholder communications for transparency to improve research quality and relevance.
o Collaborate with Client marketing representatives to communicate the research through multiple channels including the research website.






REQUIREMENTS
