POSITION OVERVIEW:
This position is located in the Systems and Communications Testing (TETD) organization within the Commissioning and Testing (TET) group in the Transmission Services (T) business line of Client. This Commissioning and Testing Engineer position provides on-site engineering and project management services for construction projects. The position also provides support, as a field electronics engineer, with specialized responsibility for coordinating and performing the testing of communications and control equipment in high voltage electrical substations, radio stations and control centers, as well as modifications and additions to the existing installations on the Client system in Oregon, Washington, Idaho and Montana. In addition to field installations there will be laboratory testing.






POSITION RESPONSIBILITIES:
• Confer with engineers, internal customers, and others to discuss existing or potential engineering projects.
• Assist in planning and implementing research methodology and procedures to apply principles of electrical theory to engineering projects.
• Prepare / draft specifications for Contracting Officers’ (COs’) use in the purchase of materials and equipment.
• Assist with design, implementation, maintenance, and improvement of electronic / electrical instruments, equipment, facilities, components, products, and systems.
• Operate computer-assisted engineering and design software and equipment to perform engineering tasks.
• Create electrical drawings, reports and calculations to support recommended engineering solutions for electronic and electrical systems.
• Draft and prepare design to commission drawings, verify proper electrical circuit function and provide recommendations to Client manager / personnel if review of equipment designs do meet compliance standards.
• Facilitate and coordinate construction, installation, maintenance, support, documentation and/or testing activities that enable compliance with specifications, codes, and customer requirements; alert Client manager or PM of any potential concerns or issues.
• Perform and present detailed calculations to compute and support recommended construction, and installation standards and specifications to Client manager.
• Facilitate inspection of completed SCADA, control systems, and RAS installations and verification of operation to validate conformance to design and equipment specifications and compliance with operational and safety standards.
• Propose and review written work plans/functional tests for RAS schemes including Line Loss Logic and Generation Drop with TO (operations) personnel and TF (field services) personnel.
• Perform troubleshooting and provide technical support to craft/customer personnel.
• Attend project scoping meetings or design reviews, recommending changes to specification diagrams based on technical and operational issues.
• Propose field man-hour estimates, and develop recommended outage/transition plans to facilitate project implementation.
• Work with design staff during engineering phase to understand design philosophy and provide field information/valid requirements.
• Apply diversified knowledge of engineering principles/practices in broad areas of assignments and related fields.
• Facilitate projects on site, including scheduling outages through outage coordinator, and validating materials arrive on site.
• Perform testing of Substation Communications and Control equipment including protective relaying, metering communications, SCADA (Supervisory Control And Data Acquisition), microwave radio, Transfer Trip, Remedial Action Schemes (RAS), SONET, Ethernet LAN/WAN, serial communications, IED’s (Intelligent Electronic Devices), and PLC’s (Programmable Logic Controllers).
• Perform on-site field testing and commissioning of communications equipment.
• Prepare / draft work statements, procurement requests, detail sheets, receiving reports and invoices for various contracts.
• Prepare/ draft engineering designs or assist in documenting engineering requirements for the development, installation and modification of Client facilities.
• Provide recommendations on technical answers regarding specifications, designs, and construction order to construction, operations, and maintenance personnel.
• Perform Optical Time Domain Reflectometer (OTDR) and characterization testing of fiber optic cables in reels and as installed in Client facilities, analyze for Client acceptance, and deliver test results to Client SME, field PSC, Client inspector, or other personnel to show adherence to technical specifications.
• Provide technical expertise to the team, including other engineers and technicians, to perform testing of fiber optic cables installations including power meter, characterization, and OTDR tests to verify installations meet Client optical specifications. Draft technical laboratory reports and commissioning test documents for Client communications and control equipment.
• Prepare, draft, and provide recommendations for work plans and functional tests for all appropriate systems and controls equipment including SONET, Ethernet, SCADA, RAS, metering, and other control systems.
• Draft / document engineering requirements for the development, installation, and modification of Client facilities such as creating step plans for commissioning of complex systems.
• Provide technical answers regarding specifications, designs, operation, and construction order to construction, operations, and maintenance personnel.
• Provide project / task updates (oral or written) as requested by Client Manager / Personnel including the bi weekly TETD group update and attendance of project meetings held by project managers and construction managers.
• Provide guidance and training to junior engineers in the area of RAS, metering systems, generation integration, and SCADA, as directed by the Client manager.
• Provide feedback and guidance to junior engineers during testing in a laboratory environment regarding proper practices, safety, and test equipment set up. Ensure junior team members are providing accurate and correct technical laboratory reports and filing them properly.







REQUIREMENTS
Education & Corresponding Experience:
• A Bachelor’s degree in Electrical Engineering, Electronics, Radio Frequency, or Computer Engineering (or closely related field) is required.
o With an applicable Bachelor’s degree, 5 yrs of experience is required.
• Experience should include engineering concepts, principals, and practices applicable to components and facilities found on a regional transmission system.







Required Technical Skills & Experience:
• 2 years’ working with design standards such that engineer can review and correct transfer trip design, RAS and Data systems design, Microwave Radios, and Fiber optics.







Preferred Skills & Experience:
• 5 years’ experience working with SCADA protocols including BETAC and DNP3.
• 5 years’ experience working with protocol analysis tools including ASE 2000.

Description:
This person will be responsible for documenting process flows for prioritizing and funding new projects within the Customer Service organization. This person must be skilled at working with groups of 10-15 stakeholders, capturing requirements in collaborative design sessions and turning the output from those sessions into documentation. EDI Analyst

PRIMARY RESPONSIBILITIES

Lead EDI migration from on-premise ERP to cloud. Work with EDI system to monitor and resolve issues. Responsible for end to end testing of all EDI transaction sets before migration to production. Participate in design and review of new applications and integration strategies of EDI systems. Develop and maintain EDI process documentation. Monitor successful operation of all EDI transactions and take corrective actions to remedy issues where needed.

Job Summary

The SR. • Account for and accurately log time against project work.


Qualifications

• Four-year college degree or equivalent industry experience.

• Experience as Lead or Sr. level Business Analyst.

• Proficient with MS Office tools, particularly Excel.

• Experience with relational databases and ability to comprehend moderately complex SQL logic.

• Basic understanding of data modeling and data organization desired.

• Experience with extract, transform, load (ETL) concepts, tools, and practices desired.

POSITION OVERVIEW:
This contract Project Manager (Engineering) position will support and assist capital project execution for the Project Management Office (PMO) Telecommunication, Security and Facilities (TEPF) organization. This Project Manager (PM) position will facilitate multiple Transmission and Corporate projects, of a medium sized complexity, visibility and sensitivity from inception to conclusion. This work may include developing project plans; and, facilitating, and coordinating activities for multiple designated projects to verify that goals or objectives of the project are accomplished within the prescribed time frame and funding parameters. Transmission telecommunication, security and facilities projects may include the following; installation and replacement of UHF, fiber and telecommunication equipment projects, integration of small customer projects, replacement of assets relative to security upgrades for NERC/CIP sites, replacement of assets relative to facilities and critical infrastructure, substation projects for the replacement of aging High Voltage equipment and more. This position will collaborate and work closely with Client executives, management, decision-making bodies, technical subject matter experts (SMEs), financial analysts, and representatives from across Client, including Real Property, Environmental, Project Engineers (PE), Legal, Supply Chain, etc.






POSITION RESPONSIBILITIES:
Project Management
• Responsible for medium-sized projects (typically less than $25M cost).
Note: Typically as it refers to project size is determined by an average of the workers assigned projects and also includes the complexity, visibility and sensitivity of the projects within the past year and is not based on a single project funding amount. All documentation should clearly identify the worker as a Project Manager contracted to Client and include the name of the worker’s employer. If performing project coordination work, it should NOT account for more than 1/3rd of the billable hours.
• Support and facilitate Client manager-assigned project or multiple projects, from beginning to end in collaboration with senior management, external industry entities and stakeholders, providing expert guidance on the PMI-based project management methodology, best practices, and internal skill development as requested by and with guidance from the Client manager, team lead or other personnel with the authority to do so, including:
o Recommending an overall roadmap of efforts required to achieve program initiatives and project objectives (see Note above);
o Coordinating activities for Client manager-assigned projects that enable goals or objectives to be accomplished within the prescribed time frame and funding parameters, escalating concerns to appropriate Client manager / personnel;
o Working with appropriate Client manager / personnel to facilitate resolution of conflicting priorities and requirements, as well as conflicting team positions in order to build consensus among stakeholders and project team members;

Schedule appropriate date and time, conference room, telephone bridges, video capabilities, or other amenities that may be required;

• Gather information on Meeting Agenda topics, create agenda and distribute agenda and other documentation needed during the project meeting;
• Confirm and set up conference room, Conference Bridge, laptop, projector, maps, and other meeting materials at the beginning of project meeting;

• Maintain issue, risk, and/or action logs; Draft and recommend contingency plans to minimize / eliminate risks on an ongoing basis for review and approval / acceptance by appropriate Client manager / personnel;
• Compile lessons learned throughout the project lifecycle, facilitate project “lessons learned” meetings and create a recommendations report in order to identify successful and unsuccessful project elements.
Work Plan Management:
• Provide recommendations regarding project expectations, approach, roadmaps, work plans, deliverables and goals;
• Draft project plans, resource strategies and funding estimates required to advance each assigned project / defined effort;
• Maintain consistent communication with project sponsors, performance managers, and stakeholders on the progress of the project compared to the work plan;
Resource Coordination:
• Identify and request necessary subject matter experts needed during the project;
• Forecast and recommend / request appropriate project resources to fulfill project needs; recommended resource requests must be submitted to, coordinated with and provided by appropriate Client performance managers;
• Collaborate with business units and Client performance managers to resolve resource allocation issues.
Project Team Assistance:
• Collaborate with the Client manager (or assigned designee) to define the frequency and content of status reports from the project team; review and analyze results, troubleshooting concerns or problem areas and provide mitigation options and weighted recommendations;
• With the review and approval from the Client manager, define project success criteria – Key Performance Indicator (KPI) - and disseminate status reports of key deliverables to all involved teams throughout the project life cycle;
• Provide background information, technical input, options and recommendations that facilitate project decision-making. This may include, at management request, arranging, attending and facilitating decision-making sessions/meetings with Client management, executives and key stakeholders, including, drafting agendas, answering technical questions, and presenting information, options and recommendations for decision-maker consideration;
• When necessary, facilitate the transition of a project or program to another project manager including any training, documentation, or meeting coordination required to bring the new PM fully up to speed on all critical aspects of the work and introduce them to executive sponsors and key stakeholders.






REQUIREMENTS
Education & Corresponding Experience:
• A Bachelor’s degree in Engineering, Business Administration or Management, Organizational Development, Computer Science or other related technical discipline is preferred.
o Bachelor’s Degree in applicable field, 5+ years direct work experience is required.
o Bachelor’s Degree NOT in applicable fields, 7+ years direct work experience is required.
o With no Degree, 10+ years direct work experience is required.
• Experience should include direct project management experience including all aspects of process development and execution.







Required Technical Skills & Experience:
• Experience reading and understand engineering drawings.







Preferred Skills & Experience:
• Experience with electric utility industry data.
• PMI or PMP certification.
• Working knowledge of the Electrical Substation environment, functional and technical specifications, and life-cycle management.
• Working knowledge of Microsoft Project.
