Position Overview:

This full-time contract Project Management 2 position will support the Transmission Field Services, specifically, Field Strategy and Operational Excellence (TFA). TFA provides support services including Work Planning & Evaluation (TFAW), Business Controls and Information (TFAI), and Business Transformation (TFAB) to the Transmission Field Services organization. This position will work collaboratively and across transmission organizations to assist management with developing and implementing business improvement and operational excellence initiatives. This position is located in Vancouver, WA.

Position Responsibilities include:

  • Support and facilitate manager-assigned projects/programs for improvement initiatives, strategies, projects and services that affect the operations, construction, and maintenance of the transmission systems that enable/maintain compliance with one or more of the regulating bodies, as well as projects intended to improve business practices.Provide expert guidance on the PMI-based project management methodology, best practices, and internal skill development from project beginning to end, as requested by and with guidance from the manager, team lead or other personnel with the authority to do so, including:
  • Assisting managers with identifying and requesting necessary subject matter experts needed during the project.
  • Assisting with forecasting and recommending / requesting appropriate project resources to fulfill project needs; recommended resource requests must be submitted to, coordinated with and provided by appropriate performance managers.
  • Collaborating with business units and performance managers to resolve resource allocation issues.
  • Scheduling and facilitating project team meetings.
  • Recommending a roadmap of efforts required to achieve program initiatives and project objectives, (see Note above).
  • Providing recommendations regarding project expectations, approach, roadmaps, work plans, deliverables and goals.
  • Drafting project plans, resource strategies and funding estimates required to advance each assigned project / defined effort.
  • Alerting manager of and obtaining appropriate authorization for any potential changes to project cost, schedule or performance.
  • Organizing and coordinating the work of project team(s) and serving as liaison between business and technical aspects of projects, includes recommending project stages and assessing business implications for each stage.
  • Monitoring progress of assigned projects to track timelines, milestones, deadlines, standards and targets, alerting appropriate manager / personnel of any obstacles / potential delays to project timelines, targets or success; provide corrective action recommendations.
  • Coordinating activities for manager-assigned projects that enable goals or objectives to be accomplished within the prescribed time frame and funding parameters, escalating concerns to appropriatemanager / personnel.
  • Collaborating with manager and internal stakeholders to facilitate the tasks and activities of project team(s) and to properly understand related business needs, dependencies on other initiatives, and how best to effectively deploy end products.

    • Developing, drafting and recommending contingency plans to minimize / eliminate risks on an ongoing basis for review and approval / acceptance by appropriate manager / personnel.
  • Communicate regularly with executive sponsors, key stakeholders, strategic partners, and Tier II managers across independently and in team meetings.

Position Requirements:

Education/Experience:

  • Bachelor’s Degree in Computer Science, Engineering, Business Management, Organizational Development or a related field is required.
  • Related Experience - Direct work experience in a project management capacity, including all aspects of process development and execution is required
  • Minimum Experience Required:Level 2 - Five years work-related experience in Project Management or a directly- related area is required.
  • Demonstrated experience with analysis, project and change management approaches, tools and phases of the project lifecycle is required.
  • Demonstrated experience developing and executing communication plans and strategies for medium sized companies is required.
  • Expertise in project management, tools and phases of the project lifecycle is required.

Overview:

The QA Analyst works under the direction of the Senior QA Analyst and the Test Architect. The QA Analyst analyzes the requirements, writes test conditions, creates and executes manual test cases, and maintains the Requirements Traceability Matrix in ALM. The QA Analyst is responsible for defect retests and participates in End to End and Regression testing. This position ensures the careful and thorough testing of applications, systems and system enhancements for the Customer Touchpoints project. The systems include both the new Oracle suite of applications and interfaces with existing legacy systems.

Duties:

  • Collaborate with the Senior QA Analysts to determine best standards and procedures to be used in the Quality Assurance process.
  • Ensure adherence to standards and procedures related to test script development, testing methodology and documentation.
  • Create test cases following the standards outlined by the Senior QA Analysts.
  • Map requirements and test conditions to the test cases.

Position Overview:

This full time contract Program Support Specialist position located in Vancouver, Washington, will provide operational support to the Labor Management Office. Working within the Operations Team of the Labor Management Office, the position will provide data and document management, SharePoint and database administration, procurement file maintenance, and process management assistance as well as support the day-to-day operations and full lifecycle of Labor Information Management (SLIM) system operations and functions.   • Monitor the on-boarding/off-boarding of contract personnel to facilitate a seamless transition.

  • Serve as primary point-of-contact and support for managers and their team during the full lifecycle of contract personnel assignments.

  • Act as Fieldglass operations primary point of contact between our client and its clients, which include Information Technology (IT), Human Capital Management (HCM), Personnel Security (PERSEC), as well as other Supply Chain (NS) and our client’s organizations.
  • Maintain ongoing relationships and communication with both internal organizational clients and external suppliers while maintaining confidentiality of the labor procurement process.
    • Provide multi-delivery technical training to managers and their delegates on utilization of the SLIM system. Also provide guidance and training on the program’s day-to-day policies and procedures.
  • Coordinate the flow of documentation between our client and its supplier partners.
  • Provide feedback to suppliers and to program leadership regarding supplier performance, as requested.
  • Assist Labor federal staff with developing process solutions to increase the efficiency and effectiveness of operations, leveraging industry knowledge and best practices. Recommend process tools to facilitate effective coordination of the records, process maps and operating procedures that are shared or exchanged between work teams and functions.
  • Assist the Operations Team Lead and COTR’s by providing guidance and training to additional contracted staff.Help facilitate the knowledge and skill set acquirements needed to support current and future operational demands. Position Overview:

This full-time contract Electronic Engineer position will work in our client’s Telecommunications Engineering organization (TECT). The Telecommunications function provides engineering, design, and field support for our client’s telecommunication facilities and associated equipment. This includes fiber optics, analog/mobile radio, digital radio, power line carrier, operational telephone, microwave towers and antennas, emergency AC/DC power and UPS systems, communications buildings, multiplex equipment, and monitoring systems including alarm system, Fault Locating Acquisition Reporter (FLAR), microwave monitor, wide area networks used for operational data and network management. This position is located in Vancouver, Washington.

Position Responsibilities include:

      • Team members will become familiar with equipment makes and model on paper, and recognize mistakes, making recommendations for corrections and taking appropriate action.

Access Permit

This Permit allows unescorted access into, out of and movement within energized facilities, for the purpose of observation only, by persons who have received appropriate instructions, training and demonstrated a level of understanding necessary to safely move about within energized facilities.

Access Permit holders may only perform work when escorted by someone with an appropriate level Permit for the work being performed.

Examples: district managers, electrical engineers or structural engineers who need to look at a facility only occasionally, administrative or clerical support, project managers who need to visit a facility, newhire apprentices until they can qualify for a Restricted Electrical Worker Permit, field planner schedulers, students.

5.1.1 Minimum Requirements

5.1.3 To obtain or renew this Permit:

For employees and contractors:

  • The applicant must possess an active badge/proximity card.
  • The applicant’s Approving Manager shall fill out an Energized Facilities Access Request for all new permits, designating the Permit type the applicant is to obtain and sign the Application. The
  • Request will be sent to the Substation Operations Group.
  • Upon receipt of the Energized Facilities Access Request the Substation Operations Group will send the applicant an email listing the steps to be followed for completion of the Permit Process.
  • The applicant will schedule Access Permit Exam with a district Chief Operator or designee who will administer the exam.
  • Applicants for their first Permit who have passed the exam must also schedule and complete a Substation Tour with a District Chief Operator or designee who will conduct the tour. See section 9.3 of the Rules of Conduct Handbook.
  • The Chief Operator or designee will send the completed exam and the signed Substation Tour form to the Substation Operations Group.

    • Present and promote the energy efficiency program and provide proactive customer service. The potential audience for this would include; utilities, federal agencies, trade allies (contractors, equipment vendors, distributors) and industry associations. The position will provide quality design, layout, and production of engineering, civil, mechanical, electrical, and fiber optic drawings and will perform necessary research using standard, plan and profile, hardware, civil, and survey drawings. This position will draft and edit our client’s electrical drawings and control center diagrams for new control center projects and maintenance efforts as well as assist in pre-engineering calculations and research in order to control product reliability and accuracy for engineering, technical, and commercial applications. This full-time contract Civil Engineer 3 position is located within the Transmission Engineering, Project Engineering (TELP) group. Position Requirements:

Education/Experience:

  • Assisting with preparing and submitting passport documentation as necessary.

Position Overview:

This intermittent, part-time/full-time on-call contract position will provide professional and confidential technical writing support to the Power Rates (PSR) organization. This position prepares, formats, reviews, and edits documents related to our client’s Power and Transmission rate cases and other processes. This positon will also work with the Residential Exchange Program (PSI) group and other Power Services groups, various organizations within Transmission Services, Office of General Counsel, and other organizations as needed to complete assignments. This position will serve intermittently on a part-time and full-time, on-call basis to support these projects, and must be available to work a flexible work schedule, and in particular, nights and weekends. The nature of the work, the technical skills required, as well as the work hours and intensity, will be similar to that experienced by legal secretaries when preparing briefs and exhibits on a deadline. The hours this position will work will vary widely from month-to-month and week-to-week, with little to no time claimed one week, to 10 or more hours of overtime needed the following week. The work schedule of this position is also extremely intermittent. There will be periods of possibly many months that no work will be needed and conversely, several months where part and full-time work will be required.
