POSITION OVERVIEW:
This contract Environmental Protection Specialist position is part of the Environmental Planning and Analysis (EC) organization in support of the Fish & Wildlife Program (ECF) of the Client. Under the guidance of a Client manager and/or project lead, this position facilitates and helps to implement the appropriate environmental review and compliance for Client projects, including identification and development of appropriate National Environmental Policy Act (NEPA) analyses and documentation, as well as verifying compliance with other applicable federal and state environmental laws, regulations, and policies, such as the Endangered Species Act (ESA), the Clean Water Act (CWA), and cultural resource protection laws such as the National Historic Preservation Act (NHPA). The position requires the capability to undertake environmental analyses, consultations, and documentation for multiple projects simultaneously, and to serve as the environmental contact internally within the organization and across Client, and externally with other agencies, Native American tribes, and the public. No HAZMAT.


POSITION RESPONSIBILITIES:
• Under the guidance of and with the assistance of Client manager/personnel:
• Reviews proposed project information and coordinates with the project lead and cultural resource staff to identify information/data needed for appropriate environmental analysis, consultation, and documentation;
• Performs analysis, verifying the analysis and documentation are completed in accordance with applicable laws (particularly NEPA and ESA) and other related regulations, policies and Client procedures and guidelines.
• Supports the development/drafting of schedules that will allow for completion of project environmental and cultural resource compliance requirements in a timely and efficient manner by coordinating critical path milestones with all project stakeholders, and having regular status updates with Client Manager and senior staff.
• Participates in project site visits to collect and gather information and identify documentation requirements based on established criteria and potential environmental issues and/or concerns. Informs appropriate Client manager/project lead/personnel of anticipated informational/documentation requirements and/or alerts of any perceived potential environmental/cultural issues. Obtains appropriate Client concurrence for planned information/documentation actions.
• Under the guidance of appropriate Client manager/project lead/personnel, coordinates and facilitates public involvement processes for assigned projects, including public meetings and workshops in coordination and collaboration with Client Communications/Regional Relations.
• Reviews resource reports produced by others to determine adequacy of environmental analysis, based on established criteria, for a Client-proposed action. Reports findings and presents recommendations for review, consideration and approval by appropriate Client manager/project lead/personnel.
• Drafts, and/or reviews and edits drafts of environmental documents to validate compliance with applicable laws, regulations, and policies for review, finalization and approval by appropriate Client manager/personnel. Documents will include NEPA documents such as:
• Categorical Exclusions
• Environmental Assessments and Findings of No Significant Impact
• ESA documents such as biological assessments.
• Under the guidance of appropriate Client manager/project lead/personnel, coordinates with multiple state, federal and tribal agencies on environmental assessments, establishing and maintaining effective working relationships with same.
• Drafts correspondence for compliance and permit consultations in accordance with internal procedures.
• Drafts briefings on the status of environmental reviews and issues for review, finalization and approval by appropriate Client manager/personnel; presents Client manager-approved briefing materials to Client management, executives, stakeholders and others, internally and externally.
• Maintains project environmental records in accordance with agency records management requirements, in SharePoint, eGIS, and Pisces Web Applications.
• Monitors environmental compliance measures after a project is implemented, including post-construction site visits to evaluate effectiveness of recommended measures; reports findings, recommends further corrective actions and/or escalates concerns and questions to appropriate Client manager/personnel.
• Participates in focus groups for Endangered Species Act and NEPA strategies related to Fish and Wildlife projects under consideration by Client. All recommendations must be submitted for review, consideration and acceptance by appropriate Client manager/project lead/personnel.



REQUIREMENTS:
Education & Corresponding Experience:
• A Bachelor’s degree in Biology, Fisheries, Wildlife, Environmental Planning (or closely-related natural science or planning field) is required. A Master’s degree in one or more of the biological/physical sciences, particularly for Northwest species, plants, soils, or geology/geomorphology is preferred.
• With an applicable Bachelor’s or Master’s degree, 5+ years of experience is required.
• Experience should include work in an environmental analysis, planning, and/or review capacity.



Required Technical Skills & Experience:
• 1+ years experience working with the NEPA process.
• 1+ years experience applying the ESA.



Preferred Skills & Experience:
• Specialized environmental certification, such as for wetlands investigations.
• Geographic Information System (GIS) expertise.
• Direct experience implementing other federal environmental or cultural compliance statutes and regulations, such as the Clean Water Act, the Clean Air Act, and/or the National Historic Preservation Act.
• Experience working with Native American tribes.

POSITION OVERVIEW:
This full time contract Business Systems Analyst position is located in the Power Planning and Forecasting (PSRF) organization of the Client and provides quantitative analysis for rate development in the Power Rates group (PSR), quantitative financial analysis and reporting for the Power Services (P) division, quantitative program analysis as required from cross-agency workgroups. This position uses suitable programming languages including R, SQL, Visual Basic Microsoft Excel, and Microsoft Access to design, build, implement, document, and maintain user friendly client server applications.


POSITION RESPONSIBILITIES:
· With oversight and approval by the Client Manager:
o Supports the programming efforts to revise and update certain Client systems / applications for Power Services revenue and risk models.
o Develops and recommends customized programs/applications to assist Power Services personnel in the ongoing business operations of Power Planning and Forecasting, which may include automating routine functions / tools in existing applications, developing various automated models / simulations, enhancing performance of systems/applications, validating data, etc; implements Client management-approved recommendations.
o Develops new algorithms and code to revise current programs and administer new qualitative analysis using new program languages.
o Reviews report data for accuracy and validity; researches discrepancies to determine root cause; alerts Information System Owner (ISO) or other applicable personnel of data issue and collaborates to develop / implement correction.
o Maintains multiple customized programs/applications (e.g., Rates Revenue Sim Model, trend-line models, Transmission Sim Model, etc.), which may include programming revisions to correct for data discrepancies, system connections, upgrades, and other system / application modifications.
o Researches problems, provides information, and makes adjustments on existing data systems for the purpose of integration of multiple data systems
o Prepares and/or provides study results, written reports or documentation to designated internal client representatives on a regular basis.
o Produces special data summaries or reports to meet internal clients’ needs on a routine or as requested ad-hoc basis.

· Uses knowledge of sophisticated, complex data technology solutions, and industry standards and data management methodologies to provide analytical support to Power Services.
· Reviews, evaluates and verifies study results, using professional expertise, sound business principles, and established validation procedures. Coordinates with data providers and clients to resolve questions regarding study results and to assure data consistency and accuracy.
· Performs financial analyses in support of new or revised policy implementation such as Power Services’ rate cases, the resource program, revenue forecasts, financial updates, trading floor marketing strategies, and the assessment of alternative hydro operations. Presents analysis results in a variety of graphs, charts and reports for a range of audiences, including Power Services’ managers, analysts, internal and external stakeholders, such as Transmission analysts.
· Supports the analytical staff that model and calculate and forecast Average System Costs in Power Services used in the implementation of the Residential Exchange Program.
· Develops / drafts and documents processes, procedures and practices specific to this position. Submit process documentation to Client manager, team lead or other federal personnel for review and approval.
· Participates and collaborates on group improvement efforts, including providing input and recommendations for streamlining, testing and documenting group processes, procedures and practices.
· As requested, participates with cross-agency teams to review, analyze and address issues, concerns, initiatives and efforts in area of expertise. This may include technical assistance with other forecasting tools, automation of routine data manipulation, etc.
· Performs QA/QC, peer reviews, or serve as a resource for others in the group, which may include training on use of the various modeling tools, reviewing how data is used, assisting other analysts with data discrepancies, and other assistance in area of expertise and/or of similar size and scope to the other analytical work performed.




REQUIREMENTS:
Education & Corresponding Experience:
• A degree in the disciplines outlined below is preferred:
o With an applicable Bachelor’s degree in Information Technology, Computer Science, Business Management, Business Systems (or closely related field), 5 yrs of experience is required.
o With an applicable Associates degree in Information Technology, Business Systems (or closely related field), 7 years of experience is required.
o Without an applicable degree, 9 years of experience is required.

POSITION RESPONSIBILITIES:
• Provide a wide variety of confidential administrative/clerical support to managers and/or management staff; serve as liaison/point of contact between staff and other work groups, facilitate communication and appropriate actions; and assist with the day-to-day operations, which may include:

Apply strong familiarity with manager’s performance contract to prioritize and track meetings, work, and delegated projects or tasks to maintain accountability and to assist in ensuring established targets are met. Validate on-time documentation submission to Human Capital Management (HCM) and verify all processes are tracked to completion within established timelines.

POSITION OVERVIEW:
This contract position serves as a Land Survey Technician 3 (office) providing support to the Supervisory Land Surveyor within the Client’s Geomatics (TERG) organization. This is a senior technician position and requires the ability to function at a high level with minimal guidance. This position involves working in an office setting with occasional work in the field (<5% of the time) requiring overnight travel.



POSITION RESPONSIBILITIES:
• Produce 2D and 3D maps using CADD, prepare survey base maps, topographic maps, terrain models, x-sections for transmission facility design and land acquisition.
• Prepare exhibits and maps using ArcMap.
• Utilize computer drafting software, particularly Bentley Microstation and InRoads, to perform drafting of survey maps.
• Coordinate and maintain the transfer and storage of large quantities of digital data. Facilitate the flow of data between the Survey Section and other groups inside Client, particularly Mapping, Real Property Services and Transmission Engineering groups.
• Provide support to the surveying staff, meeting established deadlines in order to fit schedules and budgets. Check field notes, compute and process survey field data. Analyze and resolve discrepancies with field data, record data and between the two.
• Provide technical support regarding surveys to engineers, land surveyors, cartographers, other professionals and technicians within the Division.
• Research and validate deeds, title policies, survey maps and other land record documents. Assemble record data, make assemblies for Client and contract personnel.
• Assist the COR with monitoring, inspecting and validating survey work performed by private survey contractors. Verify compliance with technical specifications, work schedules and provide recommendations to the COR regarding approval of deliverables.
• Provide Quality Assurance by inspecting and checking deliverables for accuracy and correctness. Deliverables include field note sheets, computation sheets, CAD base maps, GPS network and OPUS reports, GIS shape files and numerous other electronic data sets.
• Maintain files and records in accordance with compliance requirements. Verify all official records are accurately maintained for auditing purposes and in accordance with Information Governance & Lifecycle Management (IGLM) standards and procedures.
• Complete associated documentation and archiving, such as control and alignment reports. Places files in correct storage locations when completed for records retention.
• Maintain land survey databases and validate data quality of information entered.
• Assist with process improvement efforts and associated administrative tasks.
• Occasionally (~5% of total time) assist Project Surveyors in the field with control, topographic, boundary and construction surveying needs.
• Maintain and provide technical knowledge to help draft standards, processes, dashboards and manuals that document the land surveying methods used at Client. All contributions will be reviewed and approved for accuracy and efficiency by Client staff.
• Prepare and review scopes, schedules, statements of work, and estimates for survey work performed by survey contractors when directed by Client COR.




REQUIREMENTS

• Familiarity with various software programs to process, adjust, and produce survey deliverables (i.e. Trimble Business Center, Starnet, Bentley MicroStation & Inroads, NGS tools, ESRI ArcGIS).
• Knowledge of various horizontal and vertical coordinate reference systems and datums, state plane coordinates, network adjustments, and geodetic and GNSS surveying.

POSITION OVERVIEW:
This contract Civil Engineering Technician 2 position will provide experienced, technical, organizational and design support to the Structural and Civil Engineering Group (TELD). Work associated with this position will be directly related to design project assignments for substation structures, transmission line structures, foundations, and site designs as they affect the transmission system, with the primary responsibility of coordinating project information, design information, drawings, and documentation between TELD and external engineering, structural materials, and construction vendors.




POSITION RESPONSIBILITIES:
Manufacturer Drawings/Design/Specifications:
• Using the main transmission project portfolio, identify projects for programs specific to TELD; update and maintain active project lists for TELD projects.
• Assist Subject-Matter-Expert (SME) and Contracting Officer Representatives (COR) in tracking milestone progress of outside vendors. Track project data such as design issue date, anticipated construction start and finish dates, line outage data, and milestone status updates for TELD projects.
• Using an established set of processes and procedures, electronically transfer design criteria information, engineering, and project data to outside vendors that provide further engineering and/or materials needed for TELD projects.
• Using an established set of processes and procedures, electronically transfer all existing drawings (e.g. Bill of Materials, erection, and detail drawings) required by outside vendors that provide further engineering and/or materials needed for projects under specific programs.
• Process drawings and documents produced by outside vendors; maintain and update databases, including ProjectWise and SharePoint, and other electronic and paper systems to store, index, track, and attribute drawings.
• Assist with design, operation, and maintenance of the outside vendor drawing and document review system:
o Maintain user permissions and workflows.
o Provide user end support to Design and QA engineers on navigating system.
o Review and identify conflicts between Client engineering information and manufacturer drawings; alert Client and outside engineering’s of conflicts. Resolutions are decided by appropriate Client personnel.
• Provide input and recommendations to Client standards in relation to requirements for manufacturer drawings for approval by appropriate federal personnel.
• Draft new and enhance existing processes and tools to document and track all aspects of the TELD projects and programs.
• Assist with input of information into Tower Steel System (TSS).
• Assist main POC or IO in maintaining list of users and level of privileges – assists IO and IT regarding new user requests and appropriate privileges.
• Assist with inquiries regarding physical damage to transmission and substation structures as reported by field personnel, logging related reports in appropriate systems.
• Support engineers by researching problem and utilization/provisions of manufacturer’s drawings and recommending proper course of action for repair.
• Create material requests as needed for replacement material for final approval by appropriate federal personnel.
• Receive as-built information from engineers, construction managers or project managers subsequent to construction projects; coordinate or complete associated manufacturer drawing revisions, as appropriate.
• Assist with creation of new catalog ID numbers in the Client Materials Catalog for standard structures and related materials. Enter data into Asset Suite for creation and maintenance of catalog ID’s.
• Support design work for capital projects based on analysis of engineering and design requirements, project parameters, and technical information from multiple sources. Adapt standard guides and designs to assigned projects. Assist with new designs, as needed, when standards do not cover the project situation. Participate in the development, upgrade, and application of design templates, standards, and guidelines, as appropriate. Anticipate design problems that may arise and participate in the development, review, and implementation of alternative solutions.
• Complete and produce final design packages for assigned projects, including final detailed design drawings and all other documents with the approval of Client personnel with authority to do so. Make extensive use of the Computer-Aided Design System (CAD) and other computer methods and applications for design and design document production.
• Utilize Client Enterprise System (BES) and Asset Suite regularly for obtaining catalog information on materials, ordering materials, checking status on Material Requests (MRs) for engineers and technicians, and to obtain all relevant information regarding materials.
• Assist Civil Design Manager and Project Manager(s) with coordination of necessary activities to validate the most effective project location, considering facility performance, cost, and environmental impacts.
• Provide technical support to the project team in the completion of special design studies as assigned where unique or unusually complex problems are involved. Studies may include drainage crossings, bridges, hydraulic analyses, retaining walls or other specialized structures associated with the transmission system.
Technical Support:
• Facilitate design activities associated with design and drawing of transmission system facilities.
• Assist and prepare reports and presentations needed by TELD and TEL engineering staff:
• Assist with research in preparation of reports and presentations.
• Use available computer resources, including Microsoft PowerPoint, to format reports and presentations.
• Assist with delivery of reports and presentations.
• Prepare, revise, and distribute design drawings and engineering technical documents and databases to support transmission line, substation, fiber optic, telecommunications, fall protection, and wireless projects on various computer platforms including Microstation CAD and ProjectWise.
• Update and maintain existing hard copy design drawings in the files of Transmission Engineering, and convert existing hard copy drawings to electronic versions on the Microstation CAD system. Obtains drawing and/or design files as directed by design engineers or higher-level technicians as needed to complete assigned work.
• Enter data into computer and/or CAD files that can be used for the design of facilities. Verify data for completeness and accuracy. Gather data from legacy data systems and prepare/tabulate that data for archival in ProjectWise.




REQUIREMENTS
Education & Corresponding Experience:
• A degree in the area of engineering, mathematics, computer science or a directly-related field is preferred.
o With an applicable Associate’s degree in applicable fields, 3 years of experience is required.
o Without a Degree, 5+ years of previous engineering technician experience is required.
• Experience should be consistent with the specific requirements of engineering, mathematics, computer science or a related field.




Required Technical Skills & Experience:

Additionally, this position will provide technical maintenance support for the Operator Training Center (OTC).



POSITION RESPONSIBILITIES:
• Use full-cycle Instructional System Development (ISD - analyze, design, develop, implement and evaluate) to produce and deliver Client management-approved training.
• Develop and recommend formal training materials in a variety of styles and formats, including courseware and content; reference materials; job aids, and exercises for training of SPC trainees. All training curriculum is reviewed and approved by the Technical Training Manager.
• Develop and deliver other courses related to safety or other technical topics per coordination with the Technical Training Manager.
• Create presentations, quick reference materials, tutorials, user guides, and other informational materials as requested.

• Receive submitted SPC Trainee correspondence lessons either directly from Trainees or as assigned by the Technical Training Center (TTC) SPC Craft Coordinator. Correct submitted lessons using SPC subject matter expertise. Copy and return the corrected lessons to the TTC SPC Craft Coordinator.
• Prepare reports and keep incidental records associated with the lessons.
• Provide feedback to the TTC SPC Craft Coordinator regarding Trainee progress.
• Review training materials for accuracy and provide suggestions for lesson improvements.
• Correct lessons and return to the TTC SPC Craft Coordinator within 5 working days from receipt of the lesson. May also be tasked with:
o Providing feedback on the progress/level of technical understanding of the Trainees based on the corrected lessons;
o Updating Trainee training records that are maintained by the TTC SPC Craft Coordinator.
• Training Program Review/Feedback – Review training content for subject matter accuracy and assist in update of training lessons.
• Correspondence Lesson Correction - The SPC Craftsman Training Program is comprised of six steps (Steps 5-10). Each step generally includes 2-5 correspondence training lessons.
• Deliver Department of Energy’s instructor development courses (e.g. Basic Instructor Training course).

This position will support project work through the full lifecycle for Substation, Telecommunication, Transmission Lines, and Facility type projects that will expand, maintain, and enhance transmission line operations. TEP is responsible for the planning, execution, and monitoring of capital projects.


POSITION RESPONSIBILITIES:
• Support projects assigned by Client project manager, from beginning to end, by providing assistance on the PMI-based project management methodology, best practices, and internal skill development as requested by and with guidance from the Client manager, team lead or other personnel with the authority to do so, including:
o Coordinating activities for Client manager-assigned projects that enable goals or objectives to be accomplished within the prescribed time frame and funding parameters, escalating concerns to appropriate Client manager/personnel;

o Coordinate information/status updates with/from project team and distribute to team members needing the updated information.

This position facilitates daily coordination and program support related to administration of fee receipt and refund, documentation and reconciliation of customer accounts, clarification of established fee-related policies to internal and external customers, and associated liaison activities with Transmission internal and external customers. In conjunction with Transmission Services (TS), this position will coordinate with a Transmission Account Executive (AE) Customer Account Team and with Client representatives to facilitate resolution and routine management of customer accounts and issues. The position will coordinate the implementation of contract templates, provide a liaison function with Customer Support Services, coordinate the Transmission Service application process with customers, provide Open Access Same-Time Information Systems (OASIS) support and will be responsible for supporting manual processes linked to all TS requests (i.e., rollover requests and competing requests).
