POSITION OVERVIEW:
This Business Analyst 2 position will provide analyst support to the PSC Technical Services (TTCT) organization within the Transmission Technology (TT) group of Client. This position will provide research and analysis of historical data on the installed database of System Protection and Control (SPC) and Power System Control (PSC) equipment in addition to the additional design of processes and forms to track a variety of NERC and FISMA requirements and compliance efforts at Client. This can entail determining the extent of the missing data in the system, as well as developing and implementing new processes or procedures to track compliance. This position will utilize creative approaches to support verification of compliance documentation. In addition, this position will provide recommendations for solutions to problems or gaps in data. The position will collaborate with engineers in Technical Services (TEZ), the Security and Compliance team (TT-SCT), as well as Engineers and Craftsmen in Transmission Field Services (TF), to support Client management decision making and define and recommend requirements and improvements for program or project development. This position is in a fast paced, collaborative environment and requires the ability to act as a proactive self-starter, and at times working with limited direction.




POSITION RESPONSIBILITIES:
• Coordinate activities for Client manager-assigned projects that enable goals or objectives to be accomplished within the prescribed time frame and funding parameters, escalating concerns to appropriate Client manager / personnel.
• Facilitate workshops to analyze and document current state processes, and design or re-engineer future state processes; present findings to Client manager for review.
• Analyze, facilitate, model and organize information in order to elicit requirements; work with appropriate parties to facilitate resolution of conflicting team positions; and, distinguish solution ideas from business needs.
• Work with appropriate Client manager to facilitate resolution of conflicting priorities and requirements, as well as conflicting team positions in order to build consensus among stakeholders and project team members.
• Prepare and draft documentation for project development efforts to include use cases, requirements, test plans, process maps, and desk procedures for Client manager approval.
• Collaborate and work closely with project sponsor(s), Client manager, the applicable Project Manager(s), project and business teams and stakeholders to remove obstacles impacting timely project completion and to facilitate successful implementation(s).
• Compile, review and analyze information in order to collaborate with Client team members to, draft technical documentation to support system requirements, system design, system security, and operational manuals for a wide variety of software applications and may include the updates to instrument controller (IC) and instrument data processor (IDP) computer system documentation.
• Interview Field personnel to identify what equipment is installed in the field, if the information is not present in the Cascade or BES systems; update system information as appropriate.
• Support other Client North American Electric Reliability Corporation Critical Infrastructure Protection (NERC CIP) or other compliance teams to gain understanding on:
o The need for a new Client process or revision to existing Client procedure(s)
o New forms or revisions to existing forms that may be needed related to new Client processes
• As new or revised solutions are proposed and/or adopted for NERC CIP, PRC or FISMA related work:
o Gather and document requirements;
o Maintain current and provide recommendations for tools, such as spreadsheets, Access databases and SharePoint sites to support implementation of Client management-approved solutions, plans or efforts;
o Assist with drafting and implementing new or revising existing processes and procedures as requested;
o Monitor project schedules to track completed tasks and forecast additional work that may be required.
• Investigate, gather data, evaluate and analyze whether Client has successfully implemented solutions and/or mitigated risks initially identified; propose recommendations on findings and any additional solution recommendations as noted or requested.
• Look for ways to automate repetitive manual data manipulations.
• Prepare and draft functional and technical documentation (e.g., customization requests and custom reports) for hand-off to application experts.
• Draft and prepare electronic forms to support business processes as needed.
• Prepare queries and reports for extracting, manipulating, and reporting of business architecture-related information.
• Facilitate various system verification activities such as systems and user testing.
• Draft, prepare, and provide recommendations on forms, reports and/or tools to track progress and verify completion of Field Service Site Inspection works.
• Review, research and study existing processes and propose changes if necessary to achieve alignment between TEZ and TT groups; present findings and recommendations to Client manager / personnel.
• Monitor and track versions and revisions of specialized Software, verifying that updates are processed in a timely manner.
• Provide assistance on compliance and cyber security quality assurance related issues that may arise including:
o Identify data quality issues within our asset management systems of record as they apply to compliance and cyber security.
o Prepare and draft quality assurance reports that identify data quality issues within the Cascade system and I2CM Access Database.
• Review incoming data from various sources using business rules to manipulate and analyze data and draft and prepare reports while communicate with upstream data owners to request follow-up information as needed.
• Draft and prepare records management procedures and schedules for filing, protection and retrieval of records associated with the SPC and PSC equipment in the field related to NERC.
• Maintain files and records in accordance with and up to the standards of Information Governance & Lifecycle Management (IGLM) requirements.




REQUIREMENTS
Education & Corresponding Experience:
• A degree in Business Administration, Management, Accounting or Computer Science is preferred.
o With an applicable Bachelor’s degree, 5 years’ experience is required
o With an applicable Associates degree, 7 years’ experience is required.
o Without an applicable degree, 9 years’ experience is required.
• Experience should include directly-related work experience demonstrating business/process analysis skills.





Required Technical Skills & Experience
• 5 years’ experience in the following:
o Conceptualizing and planning initiatives for data integration, gathering, and organization experience.
o MS Excel experience sufficient to perform conditional formatting, pivot tables, complex formulas, and lookup calculations.
o MS Access experience sufficient to creating relational databases and intuitive user interfaces.
o Visio knowledge and experience sufficient to create workflow diagrams and flowcharts using networking and engineering shapes and themes and templates)
o SharePoint experience sufficient to create sites, pages, forms, views, picklists and workflows.
o Asset management, analyzing operational data, and developing actionable strategies.
o Business workflow and data workflow management.
o Technical writing and the ability to present information in various forms such as textual, graphical and statistical.
o Modeling business process requirements and verification of deliverables.
o Logical process modeling concepts sufficient to aid in the documentation of requirements
o Database structure with experience writing complex queries for data from both native and Open Database Connectivity (ODBC) databases
o Information Technology business analysis or Cyber-Security business analysis.
o Organizing cross functional meetings.
o Researching in a variety of data systems such as custom databases and PowerBI links, designing “queries” and overall missing data research.





Preferred Skills & Experience:
• 1 year Energy/utility industry experience.

Essential Duties and Responsibilities:
The Reporting Analyst develops reports, queries, views, dashboards, and so on, which provide information to internal clients, stakeholders, managers, and other constituents. Most of their work centers around rental equipment which needs continual deliver, pickup, and maintenance cycles.

More about the challenges you will be working through:

  • Tags installed on the medical equipment must be battery powered and the tags must at least 6 months.
  • The equipment starts out patient ready at a warehouse, is delivered via truck to a hospital location, is place on rent or in a consignment closet awaiting rental start until the patient is discharged.
  • Destination environments are a wildcard and can include but are not limited to hospitals, nursing centers, hospices, etc.

POSITION OVERVIEW:
This contract Program Support Specialist 1 position will provide technical expertise for program, project and administrative support to the Transmission Marketing & Sales (TS) organization. This position will provide direct support to the TS VP and other Managers and workgroups within the TS organization as well as lead other administrative specialists in the organization. This position will provide program support for a wide variety of activities within the work group and will work with organizations throughout Client.





POSITION RESPONSIBILITIES:
Program/Project/Process Support (Approximately 60% of the time):
Provide program support for TS training:
• Communicate annual training requirements and opportunities to appropriate employees as training becomes available for the year.
• Compile and analyze HRMIS training completion data to identify deficiencies, and correct errors in reporting.
• Develop a tracking mechanism for monitoring training completion status and communicate results to the TS management & admin team on a routine basis.
• Compile, track and report external training requests and conference events for TS employees and communicate recommendations to the TS management team on a routine basis.
• Review all external training requests and documentation requiring VP approval and • Serve as the Performance Management Liaison (PML) for TS in the DOE e-Performance Management System.
• Provide program support, technical expertise and training to managers, admin, and employees in all aspects of e-Performance. Facilitate and support the annual performance management process for Transmission by providing administrative expertise to Transmission managers, proxies and employees in the development, tracking and close out of yearly performance evaluations. Supporting activities include:
o Scheduling performance related 1:1 meetings between managers and direct reports throughout the year including Start of Year, routine performance check-ins, progress reviews and End of Year discussions. Documents the timeline and consolidates and maintains the supporting documentation in accordance with established Information Governance and Lifecycle Management requirements.
o Applying a strong familiarity with the manager’s performance contract in order to prioritize and track meetings, work and delegated projects or tasks to assist managers in maintaining accountability and meeting established targets.
o Compiling and creating supporting documentation for development, review and close outs of performance plans, including Transmission and Agency strategy and performance targets.
o Act as designated Proxy for TO managers to enter developed plans in ePerformance, and move plans through the ePerformance process.
o Understand and utilize the ePerformance workflow in order to provide technical expertise to Transmission managers and proxies.
o As requested by the Client manager, provide the following support:
• Route and re-route plans as necessary;
• Close plans when appropriate;
• Assign proxies;
• Unlock accounts and reset passwords;
• Change plan dates;
• Update rating and reviewing officials.
o Technical Expert for Transmission, tracking to completion all progress reviews and close-out activities at the conclusion of the rating period. Additionally, track & monitor employee reassignments and performance plan requirements for advisory plans throughout the year.
o As requested, generate reports, analyze trends and data in staffing, budget, and training reports, and provide recommendations and feedback to managers to facilitate the timely completion of process requirements to facilitate compliance with DOE established timelines.
o Provide program support and technical guidance to assigned proxies and other PMLs in Transmission in the investigation and resolution of performance plan issues such as why plans are on hold, what action needs to be taken to take off hold, changing of rating and reviewing officials, and how to resolve anomaly situations to confirm that all employees have a graded annual plan at the end of the year.


Provide program support for TS training:

• Track, monitor and notify Client manager and subject personnel of needed approvals, signatures or other actions to enable timely reimbursement processing and reporting.
• Conducts routine internal audits of lower level organization travel to confirm that authorizations and vouchers will pass audit by Client travel. Alert the Client VP and Manager of any concerns.

Provide program support for employee engagement and recognition:
• As requested by the Client VP or manager, prepare annual employee engagement action plans. Compile results and notify the Client manager of any action items.
• Develop a tracking mechanism for monitoring progress of deliverables identified in the yearly action plan, analyze trends and provide recommendations to the Client manager to meet established targets.
• Process federal worker award requests in HRMIS. Review submissions, validate information. Track submissions and prepare documents for recognition. Verify that submissions are accurate and completed within established timelines. Prepare award documents, items and notifications.
• Coordinate recognition events for TS. Provide technical expertise to lower level TS organizational administrative support staff in the conduct of employee engagement activities from conception to execution.

Provide program support for Sunflower IT tracking database:
• Act as proxy for Sunflower system
• Responsible for coordinating IT and phone requirements and inventory for TO staff, including ordering, receiving, service setup, delivery, collection of all IT and phone equipment.

Provide program support for TS staffing plan and hiring actions:
• Provide administrative expertise to the VP regarding navigation through BFTE staffing plans process and VP hiring actions
• At VP direction, prepare and submit personnel paperwork in compliance with HR policies
• Analyze HRMIS data and provide information to the VP regarding staffing levels for TS
• As requested by the Client manager, collaborate with Human Resources (HR) to move positions so that management can effectively utilize the vacancies within TS and meet mission requirements.

Provide program support for TS onboarding and workflow:
• Serve as the organization’s Point of Contact (POC) for Workflow Connection
• Process, coordinate, request and track office moves and workstation adjustments, onboarding activities for new contract and/or federal personnel.
• Provide documentation of TS and Client priorities, expectations, and processes to new employees and new leaders within the group.

Provide program support for TS University training by:
• Developing and distributing marketing materials and class schedules and availability
• Scheduling classes, including speakers, room and presentation logistics
• Maintaining class registration and attendance records
• Coordinating the development, distribution and storage of training materials

Coordinate daily operations of the TS VP & managers by:
• Analyzing & providing data, document and process maintenance assistance. This includes staying up to date on the day-to-day coordination and processing of Marketing & Sales process and associated functions.
• Understanding the organization’s priorities in order to track meetings, work and delegated projects and tasks to verify that targets are met and assignments delivered in a timely manner.
• Developing and maintaining a tracking system of action items to verify timely compliance with scheduled responses, assignments or actions. Coordinate and monitor work unit responses to time-critical documents and alert the manager of concerns or delays.
• Preparing and tracking CFTE assignment extension documents; prepares, monitors and completes related documentation, submitting for proper review and approval. Perform associated follow-up to obtain required signatures and approval.

Administrative/Clerical Responsibilities (Approximately 40% of the time):
• Provide a wide variety of confidential administrative/clerical tasks for the VP, managers and support staff of the assigned organization.
• Greet and screen visitors, submit visitor access requests as needed; address questions and business involving established policy, take messages, set appointments and/or refer visitors to other Client personnel as appropriate.
• Create draft, edit, and proof documents, correspondence, research, and presentations using Word, Excel, PowerPoint, and Adobe Acrobat and validate conformance of the established administrative policies and regulations.
• Build, maintain and post Excel spreadsheets and PowerPoint presentations to SharePoint sites.
• Proof, review, and when applicable, draft, correspondence and documents prepared for VP or manager signature and validate conformance of the established administrative policies and regulations, confirm proper coordination and timely compliance with assigned action. Provide recommendations and instructions to all TE staff to maintain conformance with general policies and correspondence procedures.
• Attend meetings, record meeting minutes as requested, transcribe and disseminate as needed.

• Coordinate with and provide administrative guidance to lower-level support staff; may delegate assignments to lower level contract administrative personnel at the request of the Client manager or Transmission Executive Associate Officer.

• Administrative Team Lead:
o Lead an admin team of 4+ CFTE admin, ensuring processes and procedures are followed:
o Organize and coordinate organizational Administrative Team Meetings.
o Attend & lead mandatory Administrative Team Meetings.
o Serves as a lead & team member and in team meetings both professionally and collaboratively.
• Work as a lead team member to:
o Standardize, streamline and improve overall Administrative processes throughout the organization
o Help resolve organizational administrative issues and work on solutions as a group
o Complete team work assignments
o Mentor and develop training for new administrative support assistants
o Create and maintain Standard Operations Procedures admin SharePoint site

• Proactively coordinate VP and managers’ daily Outlook calendars and schedules with full responsibility for scheduling and prioritizing VP and managers’ appointments, meetings, conferences and calendar:
• Coordinate appointments, including commitments of time. Advise managers of appointments and other commitments that might have a bearing on future decisions. Demonstrate sound judgment and a solid understanding of issues when advising the manager of upcoming events.
• Organize, plan, prioritize, coordinate, schedule and verify appointments, meetings (in-person, phone conferences, web-based), conferences, and training for Client managers and other staff (securing rooms, phone bridges, projection, and other meeting supplies). This may include drafting agenda and other meeting materials and developing background information for review, consideration and finalization by appropriate Client manager / personnel.
• Accept meeting invitations, assist with outside visitor requests and schedule interviews.
• Verify that meeting conflicts are discussed and resolved as soon as possible when meeting request is made. Confirm VP attendance at all Executive meetings, Safety week events, All Client and Transmission Manager Meetings, Town Halls and AEA and Transmission Award Ceremonies as well as customer/stakeholder workshops and customer meetings.
• Schedule and arrange meetings, conferences and training, including associated logistics and any necessary equipment (securing rooms, phone bridges, projection equipment, etc.).
• Assist, compile, organize and verify appropriate files, notes and other materials are in order and ready for use at meetings, appointments, etc.
• Compile agendas, coordinate speaking points, make arrangements for guest(s) / guest speakers and research and draft background information / materials as requested.
• Arrange for representation by others if Client manager’s time and priorities make necessary.
• Compile agenda material, attend and take meeting minutes / notes, transcribe / draft and distribute as appropriate. Track and follow up on action items and verify completion.
• Inform manager and staff of appointments and other commitments that might have a bearing on future decisions.
• Assist Client manager in a variety of personnel and other actions for BFTE and CFTE, including:
o Prepare and enter requests for personnel actions into HRMIS.
o Prepare federal worker (BFTE) award requests in HRMIS for manager review/approval, track awards for BFTE, and prepare recognition certificates for the organization.
o Prepare retirement documentation for Administrators signature
o Compile and track reporting requirements and activities related to federal staff including creation/submission of travel documents and telework agreements and required training.
o Register VP, manager, and staff for internal/external training classes and conferences.
o Give recommendations to Client manager by recommending and implementing approved staff recognition opportunities.
o Track, maintain, update, and distribute annual renewal of Motor Vehicle Driver Authorizations, and Telework Agreements for federal (BFTE).
o Track and maintain Overtime/Comp Time authorizations for BFTE personnel.
o Compile & complete appropriate new employee on-boarding activities and retirement documentation.
• Arrange travel (domestic, invitational and foreign), such as airline arrangements, hotel accommodations, and rental car and shuttle reservations, for Client VP & Manager, Lead and staff as needed, which may include:
o Preparing and submitting passport documentation as necessary.
o Assisting management and staff in setting up profiles in the Client travel system (currently Concur).
o Preparing / drafting necessary foreign and domestic forms associated with travel.
o Preparing and processing travel authorizations and vouchers for group managers and staff using Concur.
• Coordinate and assist managers and staff with Time & Attendance per established procedures, which may include:
o Preparing and reviewing federal personnel time and attendance reporting to verify accuracy for certification by manager(s) and supervisor(s) using the Client Business Enterprise System (BES), HRMIS and Fieldglass.
o Serving as Transmission wide timekeeping power user (able to input time for others as requested).
o Checking leave slips to verify accuracy using organizational leave calendars and other documentation. Verify that time has been approved.
o Using Fieldglass, review time sheets for contract personnel to verify that reporting is accurate.
o Verifying time and attendance procedures, policies and practices, including any special time recording requirements (admin leave, holidays, etc.) are communicated to management and staff in a timely manner.
o Ensuring all TS time is approved by appropriate manager within established time line on bi weekly basis.
• Schedule interviews through Fieldglass; prepare interview packets for assigned manager(s).
• Liaison with HCM, IT, SLMO, Workflow Connection, Security, Safety, Motor Pool, Facilities / Space Management and administrative services groups to process, compile info, request and track:
o Office moves and workstation adjustments using Workflow Connection.
o Onboarding activities for new contract and/or federal personnel.
o Computer, software upgrades IT equipment and other resource requests.
o Computer, copier, and printer maintenance.
o Requests for needed office supplies and distribute to appropriate staff per established Client procedures.

REQUIREMENTS
Education & Corresponding Experience:
• Associate’s or Bachelor’s degree in Business Administration, Business Management, Business Operations or a related field is preferred.
o With an applicable Associate’s Degree, 4 years of experience is required.
o With an applicable Bachelor’s Degree, 2 years of experience is required.
o Without an applicable degree, 6 years of experience is required.

Essential Duties and Responsibilities:
The Senior Reporting Analyst develops reports, queries, views, dashboards, and so on, which provide information to clients, stakeholders, managers, and other constituents. Senior Software Engineer

Title: Senior Software Engineer

Duration: Perm / Direct Hire

We have an immediate client opening for Senior .NET Engineer. This is for a mid-sized software environment in a secure industry with heavy demands in times of crisis. If you have been looking for a position with growth opportunity, this is your chance.

As a Senior member of the team, you will provide a technical mentoring to the current team members, execute best practices to enable them to migrate an existing application to a high-availability SaaS application. In addition to building software applications, you can configure and stand up robust, scalable and resilient computing environments utilizing PaaS offerings from cloud providers such as Microsoft Azure, Amazon Web Services, or others public clouds.

Responsibilities:

  • Develop new web apps, backend & data services and migrations using their current Tech Stack of Azure, C#, Vue.js, WebAPI, .Net Core, and SQL.
  • Actively participate in a small, experienced, development team using agile development practices. Working collaboratively with the team during sprints to ensure the technical obstacles removed so deliverables are achieved.

Qualification

  • 6+ year of Full Stack .NET Web development experience with C# / .NET4.x / MVC.
  • Deep experience with C#, WebAPI (.Net Core 2.2/3.0 preferred), Vue.js or React.js.
  • Ability to mentor junior-mid level .NET Developers.
  • Experience developing in an Agile environment.
  • Experience writing SQL code, stored procedures, complex queries.
  • Tech stack: C#, .NET Core, Vue/React.JS, SQL Server and Azure.
  • Experience using cloud-based system management preferably Azure (AWS, Azure, Google Cloud, etc.).CI/CD skills. (PREFERRED)
